Governança das águas no Brasil: conflitos pela apropriação da água e a busca da integração como consenso

Abstract: Este artigo analisa a gestão das águas no Brasil a partir do histórico de políticas públicas relacionadas às águas, considerando: instituições envolvidas; descentralização; conflitos pela apropriação da água. Procura demonstrar que o processo de implantação do novo sistema de gerenciamento dos recursos hídricos no Brasil deve suplantar as resistências e estruturas próprias dos antigos modelos, o que demanda um tempo considerável para sua maturação e aprimoramento.
