“…The San Andrés Accords signed between the Zapatistas and the Mexican government in 1996 after the ceasefire, with mediation from the Commission for Agreement and Pacification (Comisión para la Concordia y la Pacificación, COCOPA), had established that the government was going to undertake the reform of the National Constitution to allow the recognition of the indigenous people's right to autonomy and the guarantee of self-government and collective production.
