The so-called emerging powers, including the BRICS nations (Brazil, Russia, India, China and South Africa), typically present themselves as natural leaders of their regions. Although physical size confers them the status of regional powers, their role as leaders depends on the consensual acceptance of their would-be followers. Can it be affirmed then that the countries under the influence of the BRICS show convergent positions? Can the five BRICS be considered de facto leaders of their regions? This article sets out to answer these questions by analysing the behaviour of the BRICS and their regional partners in the United Nations General Assembly (UNGA). The research design replicates the data from Voeten (2013) in order to compare the average affinity between each of the BRICS countries and their regions in the votes of the UNGA from 1992 to 2014. The data indicate a high level of regional cohesion for Brazil, China and South Africa when compared to Russia and India. The findings corroborate the literature in relation to Brazil and South Africa but conflict with what has been produced on the regional leadership of Russia, India and China.

IntroduçãoEste artigo analisa os efeitos estruturais do Sistema Internacional (SI) sobre os Estados a partir do caso brasileiro. O estudo recente de Octávio Amorim Neto (2011) sobre as "determinantes e condicionantes da Política Externa Brasileira no período de 1945 até 2008" afirma que uma variável neorrealista ou sistêmica é a mais relevante para analisar a condução da política externa do Brasil. Assim, a partir dessa afirmação iremos analisar os cenários e projeções de política externa do Brasil. Quais são as adaptações da política externa brasileira às mudanças estruturais em curso no sistema internacional? Nesse cenário de transição o Brasil configura-se como grande potência revisionista, isto é, como um Leão no SI? Ou quer atuar como Leão, porém está mais para Chacal ou Cordeiro, segundo as categorizações utilizadas por Randall Schweller (1994, 1998)?As análises sobre a emergência do Brasil como global player ou ainda como potência regional (polo de poder) estão relacionadas com o relativo crescimento de suas capacidades materiais (principalmente econômicas), mas também com o crescimento da sua participação nas relações internacionais.

Only recently, in the face of Brazil's economic success and more assertive diplomacy, the country is perceived as an emerging country in the rapidly transforming international order (Flemes 2010). The White Book also contributes to strengthening Brazil as a country with soft power capabilities, and not as a geopolitically expansionist power toward its South American neighbors.…”

• Este é um artigo publicado em acesso aberto e distribuído sob os termos da AbstractExisting research on security governance in South America functions on dichotomous lines. Analysis of Brazil's security practices is a case in point. On the one hand, scholars point out the balance of power and hegemonic institutions as the main discourse in the security practices between Brazil and its South American neighbors. On the other hand, some other emphasize the importance of democracy, cooperation on defense and security, and peaceful conflict resolution between states in the region as indicators for the emergence of a security community between Brazil and its neighbors in the South American region. The way in which multiple orders coexist is not given adequate attention in empirical research. This article seeks to overcome this dichotomy. By foregrounding Brazil's regional security practices, particularly during the Lula and Rousseff administration, I show the hybrid and sometimes ambivalent security governance system in Brazil, where mechanisms of balance of power and security community overlap in important ways.
