Políticas públicas e a descentralização legislativa da Assembleia Constituinte Brasileira, 1987-1988

Abstract: Passados vinte anos da promulgação da Constituição Federal de 1988, não são poucos os trabalhos acadêmicos que avaliam o impacto do texto constitucional em relação a políticas específicas e a instituições estatais.1 Há também uma fértil linha de pesquisa referente à influência da Constituição na governabilidade do sistema político brasileiro (Couto, 1998; Couto e Arantes, 2006;Melo, 2007;Arretche, 2009)
