OBJECTIVE: To describe the scope and limitations of the main strategies of cooperation in health, adopted between 2005 and 2017, in the context of the triple border Brazil, Colombia and Peru. METHOD: Single, explanatory, qualitative, integrated case study carried out in 2017, in the context of the triple Amazon border, Brazil, Colombia and Peru, in the city of Tabatinga, state of Amazonas, Brazil. Our sources of evidence were: documentary data; interviews with health managers of the State Health Secretariats of Amazonas and Municipal Health of Tabatinga, Municipal Health Council of Tabatinga and Consulate of Peru in Colombia; and direct observations in four health services of Tabatinga. Data were organized with MaxQDA12® software. RESULTS: Data analyzed showed that, during the study period, the Brazilian federal government made several health cooperation agreements with both Peru and Colombia and that the state government of Amazonas undertook strategies to improve the health conditions of the dwellers of Tabatinga and the region of Alto Solimões, which indirectly reached the populations of neighboring countries, supporting the interrelationships between the countries of the region. Regarding the municipal government, we verified the existence of health integration agreements, established informally, to minimize the adversities of the local health. CONCLUSION: The cooperation strategies in health adopted in the triple Amazon border have different purposes, benefits and limitations. It is noteworthy that the existence of cooperation agreements between the federal governments of Brazil, Colombia and Peru and the presence of informal cooperation agreements between the municipal governments of Tabatinga (Brazil), Leticia (Colombia) and Santa Rosa (Peru). The limitations of this study are the lack of knowledge of local managers about the cooperation agreements established between federal governments and the lack of legitimacy of the informal agreements established by the Tabatinga government.

O artigo testa a capacidade explicativa de três modelos de análise de políticas públicas para o entendimento da aprovação do gasto de 10% do PIB em educação durante a tramitação do Plano Nacional de Educação (PNE) 2014-2024. Os modelos pluralista e neoinstitucional observam principalmente a arena decisória e seus atores ao passo que o de múltiplos fluxos foca na entrada do problema na agenda governamental a partir de seu contexto político. Trata-se de um caso interessante, pois houve um longo processo de discussão, que refletiu a disputa de propostas por diferentes atores sociais e políticos, inclusive o governo. Tendo em vista que a definição de um patamar com base no PIB era uma demanda antiga da comunidade de políticas educacionais e que já havia sido rejeitada anteriormente, a pergunta central do artigo é: como foi possível aprovar os 10% do PIB em educação? Ao mobilizar categorias analíticas dos três modelos teóricos, argumenta-se que há ganhos de explicação, pois iluminam-se aspectos diferentes do processo.

Despite discussions about Brazilian public policies of tourism (PPoT), their evolution and impacts in this country are still little known. By assimilating various roles over the last century, Brazilian governments could establish goals and provide different expectations about PPoT. This study aims to analyze the institutionalization process of Brazilian PPoT, from their born, in the very beginning of the last century (1930), to the first decade in the actual century (2010). To reach this objective, the Brazilian public agenda of tourism was reconstituted, in a retroductive way. The specialized literature-about public policies, in general, and PPoT, in particular-was mad in order to produce an analytical framework to support the empirical analysis. The historical, longitudinal, ex post facto, research was empirically landed by the data collection of normative acts did by the Brazilian Federal Government. These acts were considered as public policies and they were collected through the historical archive of the House of Representatives. They were analyzed, in a quantitative and qualitative manner, by the content analysis technique. The results allow us to recognize five major periods guiding the PPoT in Brazil agenda, each one having it proper organizing principle, modus operandi as well its expected effects. As conclusion, we can sustain the existence of recurrent institutional inconsistency; increased investments and changing expectations over the PPoT along of the last century. There was also recent change in the profile of these policies, seeking to conform them to the international standard.
