Rio 2016 Games were preceded by controversy and doubts about taking place in Brazil. Despite polemics, its achievement could generate a Momentum, a sense of accomplishment and capability since the opening of the Olympic Games until the end of the Paralympic Games. Just some mouths after Rio 2016, there is not much information to confi rm its legacy. Anyway, some initial balance can be done about structural elements (the city of Rio de Janeiro and sports facilities in Brazil) and sportive legacy (results, athletes and coaches). These are the main points of this manuscript, that aim to highlight data and immediate perceptions about a possible legacy of the fi rst Olympic Games in South America. After the event, the suggestion that Sports Science community should pay attention in potentialize diagnostic and applied research, hoping to be one of the main propellers of sports as a right for human development, as well as of best performance of athletes at different levels of practice, as much as coaching educational programs.

“…At that time, some actors involved in Brazilian sport affirmed that the focus on the medal table was so important that even the global financial crisis, should be confronted in order to allow a better Brazilian Olympic preparation (Correia 2016). The funding policies alleviated the financial difficulties of most sports institutions in Brazil, especially those linked to the Brazilian Olympic Committee (BOC) and which received funds from percentages of federal lotteries, but did not fully solve the financial problems of Brazilian sport (De Almeida and Marchi Júnior 2011). Elite sport failure seemed to be such a problem that the Brazilian government was determined to focus on it, not only by investing in sports facilities, but also in financing the athletes' preparation.…”

Since the earliest State interventions in sports, the Brazilian State has assumed the role of overseeing and financing the nation's organised sport systems. The significant relationship between the State and sport, established over decades, contributed to sport being influenced by the country's political agenda, influencing the implementation of sport funding policies. In order to understand more about how this relationship developed, this article applies the multiple streams theory of policy change to examine the Brazilian high-performance sport policy domain. Policy analysis and media analysis are combined to examine the ways in which the political context, problem framing and policy solutions were brought together by a range of policy entrepreneurs. The study examines how the Brazilian Olympic Committee (BOC) lobby effort acted to expand investment possibilities, and how policymakers acted swiftly to seize the window of opportunity and implement policies that stimulated Brazilian preparation for the Olympic and Paralympic Games in 2016. The article suggests that while other countries have also developed policies for elite sport to boost Olympic preparation, Brazilian policy decisions and changes were tardy, in some cases fleeting, and only expanded existing policies that had weaknesses in resource distribution criteria.

The purpose of this article was to identify the magnitude and direction of budget expenditures with the sport at the federal level, discussing the options that have guided the policies produced for the sector. The research was based on literature review and documentary research, relying mainly on survey data on budget execution for the period 2001-2012, providing a general understanding of the continuities and discontinuities of the fi nancing policy of the sport in Brazil since Cardoso government to Dilma government. The analysis included moments of discussion around the evolution of the sport, the constraints imposed by fi scal policy to its implementation and targeting of spending budget. The main results: the high infrastructure spending, pressured by congressional amendments, was a constant; the creation of the Ministry of Sports in 2003 caused a signifi cant rise in spending on management; spending on mega events began in 2006-2007, in the context of improving the country's external accounts and easing of macroeconomic policies, where the subject of growth gained importance in the government agenda; although the schedule of mega events has ensured increased sport participation in the budget, direct expenditures decreased with sport. It was concluded that the sports budget, the Cardoso government, through the fi nancing of policies aimed at the experience of the sport as well as for the construction of sports infrastructure in the country, was more connected to an integrating function, from the Lula government and , act still in the Dilma government, started to behave more clearly a direct economic role, seeking to create the general conditions for production and realization of sporting mega events.
