We carried out a narrative review of the scientific production in the area of Policy, Planning and Management in Revista de Saúde Pública (RSP), between 1967 and 2015. All the fascicles of RSP, in the period, were accessed via SciELO platform, which provides all articles online. We selected and classified the articles according to the main topics of scientific production in the area of Policy, Planning and Management. Revista de Saúde Pública has published 343 articles on this subject, with significant growth in the last two decades. The most discussed topics were Health Economics, Primary Health-care, Access and Use of Health Services, and Evaluation of Services and Programs. In the last decade, the topics of Policy and Access to Medicines and Public-Private Relationship, including judicialization, gained importance. The pages of RSP embraced the vast and diverse production of Policy, Planning and Management in its first 50 years, contributing to the consolidation of the area in Brazil.

Resumo: Objetivo: O objetivo deste artigo é descrever e analisar a orientação teórica e os cenários de prática na formação de terapeutas ocupacionais na Atenção Primária à Saúde (APS). Método: Trata-se de uma pesquisa qualitativa, que apresenta as perspectivas de 17 docentes de nove cursos de terapia ocupacional do Estado de São Paulo. Resultados: Foi realizada categorização de temas associados ao objetivo do estudo e, para este artigo, apresentamos duas categorias: Orientação teórica-que compreende o estudo do referencial de Alma Ata (1978); da Reforma Sanitária; da compreensão crítica do Sistema Único de Saúde, da APS e da especificidade da profissão nesse campo, que envolve o entendimento dos dispositivos que contemplam o terapeuta ocupacional nas equipes e de suas ferramentas de trabalho, e a compreensão sobre vulnerabilidade social, vida cotidiana e contexto institucional, que envolve os serviços e sua gestão. Já em relação aos Cenários de Prática foi identificada uma pluralidade de serviços e desenhos de gestão, nos quais se desenvolvem as atividades teórico-práticas, o que apontou uma dificuldade para realizar a formação para esse campo profissional. Além disso, a ausência de trabalhadores na APS dificulta o cuidado em saúde e também prejudica a formação de estudantes de diferentes áreas profissionais. Conclusão: Cabe também à categoria profissional valorizar, desde a formação graduada, o aprendizado de tecnologias de cuidado compatíveis com os seus saberes e recursos terapêutico-ocupacionais em direção ao acesso da população a diferentes práticas para o cuidado integral à saúde, incluindo-se o cuidado da terapia ocupacional na APS.

Introduction. People with disabilities are a population group that have some difficulties in accessibility to health services due to their health conditions. Objective. To study the problems of accessibility of people with physical, hearing and/or visual disabilities to health services in areas of São Paulo state, as well as some discrepancy according to the type of disability and socio-demographic variables. Methods. Cross-sectional study with household interviews conducted in two phases. Phase I: 25 persons with disability were interviewed with an open questionnaire. The interviews were taped, transcribed and the method of data analysis was the Discourse of the Collective Subject. The program Qualiquantsoft was used to analyze the qualitative data. Phase II: 333 persons with disabilities were interviewed with a closed questionnaire that was derived from the original results of Phase I, questions found in other questionnaires and concepts of the International Classification of Functioning, Disability and Health (ICF). Data were analyzed using simple frequencies, χ2-test, χ2-test for trend and Poisson regression with robust variance. The software used in the analysis was Stata 9.2®. Results. The main accessibility problems cited by respondents was the waiting time to be served; no ramps, parking and/or adapted toilets; waiting room with insufficient places; lack of wheelchairs for patients; and rooms blocked by obstacles. Problems of accessibility to health services were reported by 15.92% of the 333 respondents. People with paralysis or amputation or multiple disabilities, as well as those younger than 78 years of age or those who needed help to go to health service, had more problems than others. 35% of the 160 interviewed reported hearing problems to listen and understand what had been said by health professionals. Conclusions. Problems such the waiting time; no ramps; inappropriate parking; poor communication with health professionals and accessibility to the rooms of the health service were reported. The determination of these issues may influence the creation of specific policies and programs for this population group, aiming to improve their overall health and quality of life, through the increment of the accessibility to health services.
