Abstract: Em 1995 a União Européia (UE) assinou o Acordo Marco Inter-regional de Cooperação com os países do Mercosul, que comportava a liberalização comercial, investimentos, cooperação econômica e um diálogo político. 2 O Acordo previa negociações para a assinatura posterior de um novo acordo de associação inter-regional.
