Carta de belém para a educação em enfermagem brasileira

Abstract

Enfermeiros; Cursos/Escolas/Faculdades vinculados; Associações e Sociedades vinculadas; Entidades parceiras e filiadas; Associadas/os da ABEn e a quem possa se interessar.Os participantes do 13º Seminário Nacional de Diretrizes para a Educação em Enfermagem -13º SENADEn -promovido pela ABEn-Nacional e realizado pela ABEn-Seção Pará, aprovaram a "Carta de Belém (PA) para a Educação em Enfermagem Brasileira", no dia 01 de setembro de 2012. Nesse sentido, a ABEnNacional vem a público divulgá-la, ao mesmo tempo em que solicita o apoio e providências aos encaminhamentos postulados na Carta em apreço. ABEn -DOCUMENTO OFICIAL da educação nacional, seus desafios e perspectivas. As questões pautadas por educadores, estudantes, dirigentes de escolas e da ABEn, demonstraram a relevância social e estratégica de se atualizar a agenda política da ABEn para a Educação em Enfermagem no Brasil, em termos técnicos, políticos, organizativos e éticos. A discussão plural, que se travou ao longo de três dias, mobilizou educadores, gestores acadêmicos, estudantes de enfermagem e lideranças da profissão e da educação a pensar e propor novos encaminhamentos, que contribuam para a formação e qualificação de profissionais de enfermagem, a necessidade de parcerias políticas e institucionais para consolidar os avanços e superar os ranços da Lei de Diretrizes e Bases da Educação Nacional, bem como os desafios decorrentes do processo de implantação e consolidação das Diretrizes Curriculares Nacionais (DCN) para os cursos de Graduação em Enfermagem. CARTAA conjuntura nacional da expansão dos Cursos de Graduação em Enfermagem e da Educação Técnica Profissional foi historicamente situada a partir da Lei de Diretrizes e Bases da Educação Nacional, que simultaneamente, favoreceu a implantação e consolidação das Diretrizes Curriculares Nacionais, e a explosão desordenada de cursos e de vagas em todo territó-rio nacional. O movimento de oferta de vagas não articulou necessidades sociais em saúde, condições estruturais para o desenvolvimento do processo formativo e nem a capacidade de absorção de novos profissionais no mercado de trabalho. A ausência de dispositivo regulatório nos atos de autorização, reconhecimento e renovação de reconhecimento de Cursos de Graduação em Enfermagem pelo Conselho Nacional de Saúde--CNS/CIRH foi um fator, entre muitos, que contribuiu para os desequilíbrios regionais na oferta de vagas e a difusão do ensino privado (81%) em detrimento do público (19%).Há estreita relação entre qualidade de formação dos profissionais de enfermagem e qualidade da prestação de serviços no Sistema Único de Saúde, pois a categoria de enfermagem representa mais de 60% dos trabalhadores da saúde. Em sín-tese, quanto mais bem qualificado o profissional maior será sua contribuição para a qualidade das ações de saúde. Portanto, investir em qualidade de formação produz reflexo direto e imediato na qualidade do cuidado à saúde e na satisfação do usuário com os serviços ofertados pelo Sistema.As proposições oriundas das mesas redondas, painéis, curs...

Supervised internship in undergraduate education in nursing: integrative review

“…This paper presents a series of propositions regarding the processes of training of nurses in the country. Among them, it is necessary to rethink the practice of SI and the challenges encountered in the implementation of this teaching-learning method in vocational training (5) . The IS presents itself as a tool to approach the academy and services, since it can enable the use of knowledge, skills and professional attitudes seized by the student, who at the moment of the training strengthens their competences inserted in the work processes of health institutions.…”

“…The context of the work encourages the professional to develop autonomy, responsibility, freedom, creativity, commitment, mastery of practice and social role, deepening knowledge and encouraging the professional to take on a transforming praxis (6) . Among the difficulties and challenges faced by undergraduate courses, the Belém Charter emphasizes the lack of clear conceptualization between practical activity, laboratory activity, theoretical-practical activity, clinical practice and SI; lack of clarity regarding the role of the field of nurses in SI activities; and the difficulties in broadening and regulating the offer of clinical practice fields and SI, among which the charter cites improving the conditions to accommodate students, tutors and professors for the development of clinical practices (5) . In response to the questions raised in that SENADEn (5) , the Federal Nursing Council (COFEn-Conselho Federal de Enfermagem) published Ordinance 441/2013, positioning itself on the participation of the nurse in the supervision of the practical activity and the supervised internship of nursing students in the different levels of professional training, besides clarifying the concepts among the different activities (7) .…”

However, there are no reviews in the national literature that could help the discussion about the means, methods of teaching in SI, their results and their importance for the professional training of nurses, thus triggering the need for an integrative literature review.…”

Nursing training in Brazil and in Portugal: similarities and specificities

“…It is not enough to recognize the importance of expanding the number of nurses for the market, if these professionals did not show a pattern that complies with the necessary requirements to meet the health care demand of the population (6) . Nowadays, the Nursing training is a question that mobilizes Brazilians nurses and was a topic of discussion during the 13 th National Seminar on Guidelines for Nursing Education, promoted by the Brazilian Nursing Association in 2012, where the "Letter of Belém/PA, for the Brazilian Nursing Education", was approved, on September 1 st , 2012 (7) . The Letter of Belém highlights the concern with the expansion of quantity rather than the quality of training of the Brazilian nurses; brings questions related to the supervised internship of students, which should have the participation of the nurses of the services; encourages the training in licentiate in nursing attached to the bachelor course; requires from the Federal Nursing Council the denial of registration of nurses and technicians, which are the only Nursing teaching modalities recognized in the country, whose courses have been conducted by means of distance learning (EAD, as per its acronym in Portuguese) (8) .…”
