Resumo A Ciência Aberta representa um novo enfoque para o trabalho científi co, resultante do rápido desenvolvimento de modos interativos e colaborativos de aquisição, produção e disseminação de conhecimento, facilitados pelas tecnologias da informação. O termo é utilizado como “guarda-chuva” que engloba um conjunto de iniciativas, entre elas Acesso Aberto e Dados Abertos. A pesquisa, com enfoque cientométrico, utiliza a produção científi ca brasileira de artigos publicados em periódicos indexados na Web of Science Core Collection, no período 2015-2018, visando explorar as práticas da comunidade acadêmica nacional relacionadas com Acesso Aberto e Dados Abertos. Constata o crescimento estável dos artigos em Acesso Aberto, os quais representam mais de um terço da produção brasileira na Web of Science no período. A publicação em mega journals internacionais de Acesso Aberto constitui uma prática destacada, com ênfase em comunidades que pesquisam as áreas de Agricultura e Ciência & Tecnologia, bem como o depósito em repositório de artigos previamente publicados em periódicos de acesso aberto. Já as práticas relacionadas a Dados Abertos parecem ainda incipientes, e os resultados sugerem que seu uso predomina nas áreas de Ciência & Tecnologia, Parasitologia e Genética & Hereditariedade.

We provide some of the strongest evidence to date that this is the case for researchers in the Global South as well (Appel, Albagli, Appel, & Albagli, 2019;Ezema & Onyancha, 2017;Ncayiyana, 2005). Many OA journals require authors pay an article processing charge (APC), which researchers in the Global South often cite as an insurmountable financial barrier. This has led to speculation that there will be lower representation of these authors in OA journals charging APCs. We used “mirror journals” – APC-charging OA versions of paywalled (PW) titles with whom they share editorial boards and standards for acceptance – to investigate the relationship between APCs and the geographic diversity of authors. Most of the >41,000 articles we reviewed were published in PW journals. Although lead authors were based in >140 countries, ~45% were based in either the United States of America (USA) or China. After correcting for differences in sample size, we found no difference between OA and PW journals in the number of countries in which lead authors were based. After correcting for the dominance of China and the USA, we found that author diversity in OA journals was significantly lower than in PW journals. Most OA articles were written by authors in high-income countries; no articles in OA journals had first authors from low-income countries. Our results suggest APCs are a barrier to OA publication for scientists from the Global South.

The Open Access (OA) publishing model that is based on article processing charges (APC) is often associated with the potential for more transparency regarding the expenditures for publications. However, the extent to which transparency can be achieved depends not least on the completeness of data in APC monitoring systems. This article investigates two blind spots of the largest collection of APC payment information, OpenAPC. It aims to identify likely APC-liable publications for German universities that contribute to this system and for those that do not provide data to it. The calculation combines data from Web of Science, the ISSN-Gold-OA-list and OpenAPC. The results show that for the group of universities contributing to the monitoring system, more than half of the APC payments are not covered by it and the average payments for non-covered APCs is higher than for APCs covered by the system. In addition, the group of universities that does not contribute to OpenAPC accounts for two thirds of the number of APC-liable publications recorded for contributing universities. Regarding the size of these blind spots, the value of the monitoring system is limited at present.
