Práticas de monitoramento na gestão municipal em saúde e sua interface com a enfermagem

Abstract

RESUMO Objetivo Analisar as práticas de monitoramento desenvolvidas pelos municípios e as interfaces com a prática da Enfermagem. Métodos Estudo exploratório descritivo com abordagem qualitativa, realizado nos seis municípios da Região de Saúde 10 do Rio Grande do Sul. Foram realizadas entrevistas semiestruturadas junto a seis gestores de saúde e um assessor, com análise de conteúdo. Resultados As categorias finais que emergiram dos resultados foram “Práticas de monitoramento na gestão municipal em saúde” e “Dificuldades de implantação do monitoramento pelos gestores”. Conclusões Os gestores apontaram potencialidades e fragilidades nas práticas de monitoramento municipal de saúde. A incorporação deste processo é primordial à prática dos profissionais, especialmente da enfermagem, promovendo um incremento no uso de novas ferramentas que propiciam a inovação para subsidiar a tomada de decisão.

Care handover to chronic conditions to regionalized planning

“…In view of the institutionalized recommendations for ways to manage health care provision, other forms of organizing local health systems are also emerging, according to the concept of Health Region coined in Decree 7.508/2011. One of the possibilities is organizing the municipalities in a systemic and coordinated way to establish what is known as Regionalized Municipal Planning to ensure municipalities become solidary and cooperative in health care for chronic users, within the context of Health Regions, either from the perspective of primary care or medium or high complexity care (6) . Consequently, municipalities could share experiences, challenges, resources, and obstacles and promote exchanges, organize strategies, and interconnect and horizontalize municipal and regional relations of the health system.…”

O trabalho de enfermeiros na atenção primária à saúde rural na visão de gestores / The work of nurses in rural primary health care from the perspective of managers

“…Para o enfrentamento dos problemas encontrados nos serviços de saúde rurais, lança-se mão de ferramentas diferentes das utilizadas no contexto urbano, tendo em vista que as dificuldades impactam diretamente na resolução de problemas, na realização da assistência integral e no acesso dos usuários, e demanda de recursos dessas regiões (OLIVEIRA et al, 2020). Reuter et al (2016), em estudo realizado com gestores municipais de saúde do Rio Grande do Sul, constataram que a incorporação do monitoramento e da avaliação em saúde, inerentes às práticas nos serviços onde os profissionais de enfermagem se inserem, na gerência ou assistência, possibilita desenvolvimento de estratégias de inovação de políticas e decisões na esfera técnica e local. Isso retoma a importância do olhar crítico da gestão para aprimoramento do trabalho dos profissionais na APS.…”
