Extreme Events, Climate Change and Adaptation in the State of São Paulo

Abstract: In this paper, we analyze secondary data from surveys focusing on climate change and adaptation in Sao Paulo municipalities. The survey was completed by municipal actors who work in 332 of the 645 municipalities in the State. In this paper, we use a theoretical framework on urban climate governance, which highlights the role that local governments play in proposing strategies to deal with climate change, to present and discuss data related to: 1) the occurrence of extreme climatic events in these municipalitie… Show more

“…Particularly in the context of Brazilian cities, Di Giulio et al (2019a) endorse that administrative practices, political will, level of commitment, a mismatch between the scale of urban issues and the extent of local government authority, pressures from private sectors, and inspection have the highest levels of impact on adaptation. More specifically, concerning the local dynamics of urban planning, the authors argue that the combination of pressures from private sectors and insufficient inspection negatively affect the ability of cities to consolidate adaptation interventions.…”

“…Air pollutants and marine contaminants contribute to the environmental changes (IPCC 2009). The number of natural disasters that have been occurring since the middle of the 20th century and the beginning of the 21st century is mainly attributed to the increase in the concentration of greenhouse gases and according to (Ryan 2015;Di Giulio et al 2019) it is necessary to develop governance strategies to mitigate their effects. Wallemacq (2018) shows that between 1998 and 2017 thousands of people have suffered from extreme weather events with 91% of all disasters being related to droughts, floods, and storms.…”
