This paper analyzes the perspective of Brazilian citizens on democracy and the individual determinant factors for each of these conceptions. This paper begins by mapping Brazilians' conceptions of democracy based on questions from the 2006, 2014, and 2018 World Values Survey, which allow us to differentiate to what extent citizens have more or less commitment to conceptions of liberal democracy, social democracy, and direct democracy, or accept certain authoritarian alternatives. Subsequently, the individual determinant factors of the different views of democracy are analyzed, including sociodemographic and attitudinal variables. The results show the stability of views of democracy among Brazilians between 2006 and 2018 and the prevalence of a liberal democracy view. Ideological positions of citizens are variously associated with different views of democracy.

How do democratic attitudes map onto politic-economic context? We examine this question with a decade’s worth of high-quality data on public opinion and democratic quality in Brazil. From this empirical foundation, we analyze the observable implications of four theoretical perspectives – democratic culture, performance-based instrumentality, winners’ consent, and thermostatic dynamics. Our results suggest that during the periods of economic boom and bust, instrumental performance-based perspectives appear moste valid. But during the recent era of democratic backsliding, the evidence is more compatible with two models: one in which supporters of the incumbent tolerate the erosion of civil liberties and political rights, and another model that predicts an attitudinal backlash against falling levels of democracy during the final years of the Bolsonaro government. These conclusions are tentative. More data is required to substantiate them and more rigorously test their empirical expectations.

Contextualização: O processo de dissolução do ethos, em que se sustentava a racionalidade moderna, põe a questão da reconstrução do consenso democrático numa sociedade secularizada e inserida na aldeia global, cujas expectativas de estabilização e integração contam com a regulamentação jurídica. Nessa seara, almeja-se repensar o paradigma do Estado Democrático de Direito, a ﬁm de se (re)legitimar a cooperação democrática e social em um contexto de crescente complexidade. Objetivo: Objetiva-se apontar caminhos a serem trilhados, em termos de viabilização da práxis da reiteração democrática, como via de revitalização do legado normativo constitucional, que conte com uma adequada hermenêutica que atualize princípios constitucionais, nos quais se condensam os valores fundantes da comunidade político-jurídica. Isso ensejando um movimento circular hermenêutico que reative o “nós” político-jurídico, qual fonte legitimadora do convívio estatal que apela ao vetor emancipatório da dignidade humana. Metodologia: Utilizou-se o método histórico-hermenêutico. Resultado: Como resultado, traz-se uma maior adequação do aparelho conceitual do discurso político-jurídico ao estágio atual de desenvolvimento do Estado Democrático de Direito.
