O objetivo do artigo é fazer uma revisão da literatura, a partir de uma síntese da evolução histórica do setor petrolífero, dos principais movimentos relacionados ao Nacionalismo dos Recursos (NR) no Oriente Médio e na América Latina, a luz do processo de desenvolvimento da indústria mundial do petróleo. Metodologicamente, o trabalho foi dividido em quatro períodos, compreendidos entre 1945-2014. Entre 1945-1973, o NR esteve ligado a emergência da soberania sobre os recursos naturais. Entre 1973-1985, o NR assume um caráter radical. Entre 1985-2000 o NR retrocede com as reformas neoliberais. Posteriormente, novas perspectivas surgem para o avanço do NR na América Latina.

In the 1930s the Bolivian and Mexican governments decreed the nationalization of their respective oil industries, thus starting a juncture of tensions in their relationship with the United States government and companies. In both cases foreign companies quit the respective host countries, but Bolivia was less successful than Mexico in maintaining its initial stand in face of the external pressure. Following a most-similar-system design strategy to compare both cases of asymmetrical confrontation, which share a similar set of conditions regarding simultaneity, starting causes of the conflict, actors involved and international context, we contend that the difference in the confrontation’s resolution is mainly attributable to differing domestic variables. Controlling for the similarity in external conditions, we show that the building and maintenance of a strong internal support coalition was critical for the capacity of the weakest part to advance its interest in an asymmetrical atmosphere.

So, in this book, my focus is on stratification in the Global South or what Frantz Fanon (1961) called "the wretched of the earth"; their experiences of appalling economic inequalities; the dire implications for society, economy, and environment; why this compartmentalization continues to deepen; and what can be done about it. Analytically, the focus on stratification provides a more comprehensive approach to studying the Global South because the concern about stratification leads to additional questions about inequality in relation to whom, what, where, why, and how, and hence throws the searchlight on the bigger question of "economic backwardness" in the Global South. According to Alude Mahali and her colleagues (2018, p. 3), we should understand the Global South to be "the countries of Africa, Central and Latin America, the Pacific and Carribean islands, and most of Asia." I accept this geographical interpretation of the phrase, but I apply it in a broader sense to include those social relations in the Global North that resemble or shape conditions that pertain to geographical Global South (think of, for example, black Americans and the Indigenous peoples of Australia).
