As well as breast cancer mortality, the income inequality in Brazil is different between Federative units, including between units of the same region. To assess the effects of the high-inequality of income on breast cancer mortality in Brazilian Federative Units, in the 2010 year. This is an ecologic study. Deaths from breast cancer in Brazilian women according to Federative units were obtained from the Department of Informatics of the Unified Health System. Mortality by breast cancer was estimated per 100,000 women and age-standardized by the direct method according to World Health Organization population. Income inequality was measured by the Gini index obtained from the United Nations Development Programme. The High-inequality of income was classified by the third tercile of the distribution from the Gini index of the Federative units. Univariate analysis was performed according to data normality. Linear regressions were performed by the stepwise backward method. The confidence level was 5%. Stata® (Stata Corp, LC) 11.0. was used. The High-inequality of income was associated with worse social and demographic indicators. The age-standardized breast cancer mortality was larger in the high-inequality of income Federative units. In the adjusted analysis, these Federative units presented a mean of 2 more deaths (ranging from the 0.4 to 3.7 deaths, r² = 0.79; p = 0.018) by breast cancer per 100,000 women when compared to the Federative units without high-inequality of income. In the Brazilian Federative units, the high-inequality of income was associated with age-standardized breast cancer mortality more.

Resumo O objetivo deste trabalho é identificar variáveis com maior impacto no desempenho dos municípios no Exame Nacional do Ensino Médio (Enem), tanto para a prova objetiva quanto para a redação, com base em técnicas de estatística espacial, que permite analisar a dinâmica da influência territorial, e da perspectiva da sociologia da educação. Pretende-se mensurar o grau de importância de cada categoria de variáveis para a média e a variância das notas do Enem. Para isso, utilizam-se modelos estatísticos e geoespaciais, como regressão linear múltipla e regressão espacial, a partir do Enem de 2018. Para a prova objetiva, variáveis como o percentual de estudantes com bolsa, renda, raça, escolaridade e nível instrucional da mãe são fatores relevantes para o desempenho e a dispersão das notas dos estudantes de cada município. Para a redação, as variáveis são similares às da prova objetiva, mas com menor impacto na média e na dispersão das notas. Esse fator explicativo aumenta quando introduzimos um componente espacial no modelo para as notas de redação, indicando que outros fatores regionais, diferentes dos socioeconômicos, impactam o desempenho e a dispersão dos municípios. Os resultados reforçam os estudos da sociologia da educação, ao destacarem as disparidades socioeconômicas refletidas no desempenho estudantil, fundamentos da reprodução escolar das desigualdades mencionadas por Bourdieu (1998, 2008, 2009). Estudos com essa perspectiva integrada são relevantes para o entendimento da influência no nível da localidade dos municípios, podendo evidenciar lacunas específicas, direcionando e influenciando ações públicas visando à superação das desigualdades.

Purpose -This research aims to analyze in an unprecedented way the behavior of costs in local government, since the current literature is incipient and there are still doubts about the application of the cost stickiness phenomenon to the pure public sector.Theoretical framework -The study approaches cost stickiness from the Theory of Public Finance perspective.Design/methodology/approach -This is an unprecedented, exploratory study with robust panel data regression statistics. We analyzed 295 local governments in southern Brazil over a 16-year period, resulting in 141,600 observations. Findings -All 32 models analyzed showed asymmetric behavior of public costs, with 75% being characterized as cost stickiness (47% sticky and 28% anti-sticky) and 25% as reverse cost (a new phenomenon identified, typical of the public sector, but which can also occur in the private sector).Practical & social implications of research -The main theoretical and practical contributions are: I) proof that the contemporary approach to cost behavior applies to the pure public sector; II) proof that budget balance, a fundamental precept of the TFP, does not apply in practice; and III) identification of a new phenomenon, expanding the theoretical classification of cost behavior consolidated in the contemporary accounting approach, which can help managers in planning public actions.Originality/value -The main contribution is the identification of a new phenomenon, called reverse cost, expanding the theoretical classification of cost behavior consolidated in the contemporary accounting approach.
