L’article retrace l’évolution de la mise en problème de la coordination gouvernementale en France. Au cœur des politiques de coordination, on trouve le projet, publicisé ou plus discret, de la régulation centrale des ministères et des mondes qu’ils ont contribué à créer. Ce programme prend de la consistance autour d’objectifs très différents sur la longue période : mettre le Parlement à distance sous la Troisième République, moderniser la société sous la direction d’un État volontaire et réformateur après-guerre, naviguer entre contrainte juridique et économique avec le souci de la performance et de la baisse des dépenses dans la période récente. Les coalitions réformatrices se sont transformées : nébuleuse de la « réforme de l’État » dans les années 1930, modernisateurs du ministère des finances et Plan à la Libération, opérateurs du développement des politiques publiques de la croissance autour des ministères sectoriels de l’État providence, hauts fonctionnaires centralistes au principe de l’État Stratège dans les années 1990. Dans cette histoire, l’émancipation de l’exécutif mais aussi la montée en puissance d’un espace de l’interministériel aujourd’hui coordonné par les deux têtes de l’exécutif forment les deux résultats stabilisés de ces processus.
