An explosive growth of the number of small and micro enterprises happens in China driven by public entrepreneurship and innovation. However, the difficulty of assessing credit results in their financing difficulties which restricts the continued growth of enterprises. Based on the traditional credit rating theory, this paper constructs a 2*2 multidimensional model of the credit rating of small and micro enterprises by using WU's three-dimensional credit theory and combining the current situation of credit platform and the characteristics of small and micro enterprises. In horizontal view, we combine financial information and non-financial Information and incorporate the non-financial indicators into the rating system such as industry characteristics, business management foundation and business environment. In vertical view, we also focus on the personal credit characteristics of small and micro enterprises owners by combining the solvency and willingness to pay debts. Finally, we show the business application of this model.
