This study aims at revealing the specific scenic concept in Kyoto Prefecture based on the viewing, referring to the institution of Scenic District in Kyoto. According to The Scenic District Permission During 1931-1933 Guidance acted by Kyoto Prefecture leads to the following conclusions. On hillside, when residences were built, trees were planted as to conceal buildings and slopes in a distance close or far. On riverside, types of trees were selected as to conceal the site either on the bridge or in the other side of bank. When the contains of Guidance were standardized, specifics of planting were incomplete, resulting in leaving a space for administrative discretion.
