In the second year of this collaboration, we put in practice some lectures to school staffs and teachers, some trial classes for utilizing spaces, and accounting to objective outsider this collaboration activities and its achievements. Through this collaboration and practices, we recognized that collaboration with teachers and researchers of open-plan schools was significant activities because school buildings and educational methods are promoting individuality.
The city of Hjørring, Denmark carried out an overall public school consolidation/closure, closing 12 out of 27 schools. This paper presents a case study of planning methods and outcomes of the reform. Small rural schools were closed and those that were not were organizationally consolidated to form school-systems together with a number of schools. This method allowed to increase operational efficiency while maintaining local schools. In several areas where public schools were closed, parents and residents established a private school (friskole) to maintain a local school. Complementing the closure of public schools by self-established private schools was a characteristic phenomenon. Complementing the closure of public schools by self-established private schools was a characteristic phenomenon. 1.はじめに少子化に伴って日本では小中学校の小規模化や、いわゆる適正規 模化を目指した統廃合が進行中であるが、これは多くの先進工業国 が同様に直面している課題である。 日本では 2000 年以降から廃校数 が増加し 1) 、2000 年から 2017 年にかけて、公立小学校は 23,861 校 から 19,974 校、公立中学校は 10,453 校から 9,637 校にそれぞれ減少 している 注 1) 。統廃合の理由には、12 から 18 学級という標準規模の 実現や複式学級解消がしばしば挙げられるが、必ずしもその目標は 達成されず 2) 、統廃合が自治体経営の事情を背景として行われてい ることも指摘されている 1) 。 統廃合の主な課題として学区の広域化や地域コミュニティ存続へ の影響が挙げられる 3) 。そのため地域住民が学校存続を求める場合 も多く、このときに自治体は量的観点から統廃合を進めたい一方、 住民は小規模校・地域の学校の質的メリットから存続を求める構図 がある 4) 。地域住民の活動により統廃合が阻止されたケースでは、 多様な活動が学校活動や地域連携の活発化に結びつき、質的な向上 につながったことが報告されている 2) 。また、統廃合により発生す る廃校施設利活用について合わせて検討することがコミュニティ存 続の方策として重要であることや 3) 、学校を維持するための施策と しては休校・分校化が有効であることも示されている 1) 。 このように学校統廃合をめぐる課題は多いが、本稿では日本と同 様に公立小中学校の統廃合が広く進行中しているデンマークの地方 都市・農村部における統廃合の経緯と実態について行った調査結果 を報告する。 国によって地勢や気候風土、 社会・行政機構は異なり、 ある場所で採用された手法が他の場所に直接応用できるとは限らな いが、 様々な事例に関する知見を集積し、 アプローチや手法を比較・ 検討することは日本における統廃合のあり方・手法を考える上で有 用であると考えられる。 はじめにデンマーク全般の状況についての文献・資料調査の整理 を行い、その後に学校統廃合のモデルケースの一つとされ、デンマ ークにおける統廃合の様相が端的に表れている自治体であるイェリ ング(Hjørring)市のケーススタディを報告する。ケーススタディでは 文献調査および現地調査を行い、学校配置の実態、統廃合・再編後 の学校運営・施設の使い方等について把握・整理した。 2.デンマークにおける学校統廃合の状況 2.1 統廃合の概要 デンマークの義務教育は 0 年生から 9 年生まであり、公立小中学 校(フォルケスコーレ folkeskole と呼ばれる)は 10 年一貫の課程で ある。0 学年は学校への導入段階として設けられている学年で、幼 稚園クラスと呼ばれることもある 注 2) 。 従来は 0 学年への就学は任意 だったが、2009 年から義務教育に組み込まれた。また、9 年生修了 後に 10 学年がオプションとして提供され、 一年長く在籍して学習す ることができる。 デンマークでは 2007 年に全国的に地方自治体再編(合併)が行わ れ、これに伴う財政効率化の流れを背景に学校統廃合も多く実施さ れた。その結果、公立小中学校は 2001 年の 1,683 校から 2018 年に は 1,266 校まで減少し、学校数がおよそ 4 分の 3 になった(図 1、 次頁) 。 同時期に私立学校やインターナショナルスクールは 462 校か ら 555 校に増加している 注 3), 5) 。特に 2011 年は廃校が突出して多く 生じた年であり、全国で 90 校が廃校となった 6) 。学校数減少に伴っ て公立学校の平均の学校規模は、2000 年の 336 人から現在では 440 人程度まで上昇した。特に首都から離れたユトランド半島西部はも ともと小...
