The subject of research in the scientific article is the system of Information Protection and cybersecurity in information and communication systems of special communication. The purpose of the article is to substantiate proposals for the selection of individual indicators for assessing the ability of the information security and cybersecurity system to function in Special Communication Information and communication systems in partial performance indicators. To achieve the goal and task, a set of interrelated theoretical research methods was used: analysis and generalization of scientific literature; structural and genetic analysis, when clarifying the object and subject of research; analytical and comparative analysis when evaluating the novelty of research results; synthesis and generalization-to justify indicators; generalization – to formulate conclusions and recommendations. Research results and conclusions. The result of the study was a reasonable solution of a new scientific and practical task to substantiate the performance indicators of the information security and cybersecurity system based on the results of the analysis of annual reports of cybersecurity incidents. The proposed solution significantly contributes to ensuring the national security and defense of Ukraine. Scientific novelty of the result obtained. For the first time, separate indicators for assessing the ability (effectiveness) of the functioning of the information security and cybersecurity system in Special Communication Information and communication systems are proposed. Prospects for further research in this area. The presented study does not exhaust all aspects of this problem. The theoretical results obtained in the course of scientific research form the basis for further substantiation of the methodology for assessing the ability (effectiveness) of the functioning of the information security system and cybersecurity of information in information and communication systems of special communication.
Abstract. The search for effective means of professional training of students has led us to the need to analyze and understand the possibilities of pedagogical design in the educational process of higher education. To solve the tasks, methods of historical analysis were used to analyze and generalize the scientific literature on the problem of work; structural-genetic analysis and synthesis, specifying the object and subject of research. An analysis of the scientific and pedagogical literature in which the object of study is "pedagogical design" shows that the definition is a modern phenomenon in the trend of development of pedagogical science. This explains the ambiguity of the interpretation of the concept of pedagogical design by different researchers. In the study, the authors propose an authorial definition of pedagogical design in the narrow sense. Pedagogical design is a complex creative scientific and practical activity of a scientific and pedagogical worker on the formation of a harmonious, aesthetically complete educational environment of students and the development of objects of material culture. Along with the positive effect of the implementation in practice of higher education institutions, the use of pedagogical design does not immediately solve the existing problem of choosing pedagogical learning technologies. Unfortunately, it remains a key problem for the teacher - the subject of the educational process. The scientific novelty of the study is that it is proposed to expand the meaning of "pedagogical design" as a complex creative scientific and practical activity of scientific and pedagogical worker to form a harmonious, aesthetically pleasing educational environment for students and develop effective pedagogical technologies and teaching methods. The practical significance of the study is to expand the scope of pedagogical design in higher education. The presented study does not cover all aspects of this problem. Theoretical and practical results obtained in the process of scientific research are the basis for its further study and improvement. The Armed Forces of Ukraine are interested in highly professional subjects of scientific and scientific-technical activities, namely in highly qualified scientific and scientific-pedagogical workers, whose training is carried out through an adjunct course for obtaining the scientific degree of Doctor of philosophy. The problem of ensuring the quality of higher education for applicants for the degree of Doctor of philosophy for the needs of the Armed Forces of Ukraine is not solved at present and is relevant. The aim of the study is to substantiate the mechanism of Adaptive Quality Management of training applicants for higher education with a doctor of Philosophy degree for the needs of the Armed Forces of Ukraine. The article analyzes the key experience of recent publications, which showed the interest of a wide scientific circle in the problems of applying adaptive management in the field of education and science. Along with this, researchers have different opinions about the vision of what adaptive management should be. As a result, there is no mechanism of adaptive management in the field of education and science, and even more so in the system of training applicants for higher education with the degree of Doctor of philosophy through adjunct and postgraduate studies. Based on the analysis, it is proposed to choose the basic mechanism of Adaptive Quality Management of training of applicants for higher education of the degree of Doctor of philosophy, which is implemented by a complex methodology for building an individual adaptive learning trajectory and developing the methodological culture of applicants for higher education of the degree of Doctor of philosophy, which includes a set of design methods: 1) a variable component of educational and scientific characteristics of applicants for a Scientific School; 2) a variable component of an optional educational and scientific program of a Scientific School; 3) monitoring and diagnostics of the methodological culture of applicants in the context of the general certification procedure. The listed methods of complex methodology are implemented in a scientific school, provided that the supervisor applies an improved model of scientific and methodological support for applicants for higher education with the degree of Doctor of philosophy. Thus, a scientific novelty is obtained, which consists in the fact that for the first time a mechanism for managing the quality of training applicants for higher education for the degree of Doctor of philosophy is proposed on the basis of adaptive management according to the PDCA scheme. The practical significance of the obtained scientific result made it possible to find out the mechanism of Adaptive Quality Management of methodological training of adjuncts and postgraduates. The presented study does not exhaust all aspects of this problem. The theoretical and practical results obtained in the course of scientific research form the basis for its further study in various aspects.
The subject of research in the scientific article is the state of cybersecurity of the Armed Forces of Ukraine from the gambling dependence of military personnel. Purpose of the article. Study of the psychological and pedagogical problem of gambling addiction among military personnel with the involvement of cellular communications as a new problem in ensuring cybersecurity of the Armed Forces of Ukraine. The result of the study. Sociological studies have shown that people spend more than four hours with their smartphones every day. Smartphone addiction, "nomophobia" is caused by the problem of excessive internet use or internet addiction disorder. Addiction occurs from games, game apps, and online games. This article discusses individual augmented reality geolocation games and their appeal. It is established that the imposition of geolocation games on military personnel is aimed at collecting confidential information about critical infrastructure facilities of the Armed Forces of Ukraine under vivid psychological pleasure. All of them are aimed at where to structure the cybersecurity system of the Armed Forces of Ukraine, and the leakage of geographic information from the location of military facilities is their natural appearance. scientific novelty. For the first time, it is proposed to include the psychological and pedagogical problem of gambling addiction of military personnel on cellular communications in the group of factors that cause cybersecurity violations in the Armed Forces of Ukraine. The practical significance of the obtained scientific result gives grounds for developing recommendations for preventing the leakage of confidential information and conducting explanatory work with the personnel of the Armed Forces of Ukraine about the dangerous consequences both personally for them and for state security through the use of intrusive geolocation games. The presented study does not exhaust all aspects of this problem. The theoretical and practical results obtained in the course of scientific research form the basis for its further study in various aspects.

The article considers the peculiarities of teaching adjuncts of technical higher military educational institutions the discipline "psychological, pedagogical and regulatory bases of educational activity". The object of research is content module 1. Subject, main tasks and actual problems of psychology and pedagogy of Higher Education, which is contained in the credit module 1. psychology and pedagogy of Higher Military School. Conclusions and prospects for further research. Professionally-oriented training is relevant in the training of adjuncts of technical higher military educational institutions when studying non-specialized academic disciplines and is an intangible means of motivating them to master them. The academic discipline "psychological, pedagogical and regulatory bases of educational activity" is necessary for adjuncts of technical higher military educational institutions of specialties 126 "Information Systems and technologies", 255 "weapons and military equipment" for their professional development and there is a need to increase the academic time for its teaching. Immediate prospects for further research. The presented study does not exhaust all aspects of this problem. Theoretical and practical results obtained in the process of scientific research form the basis for its further study and improvement of the content of the educational discipline, as well as the publication of modern scientific, methodological and educational literature.
