Вивчено досвід Естонії щодо запобігання та протидії корупції як найрезультативніший кейс на теренах Центральної й Схід- ної Європи, а також пострадянського простору. Мета статті – конструювання системи факторів, які вплинули/впливають на анти- корупційні процеси в Естонії. З’ясовано фактори, що сприяли/ сприяють антикорупційному прогресу, та фактори, які сповільнюють досягнення Естонією нульової корупції. Визначено особливості антикорупційних реформ в Естонії на інституційному рівні. Досліджено, як цінності на рівнях істеблішменту та населення впли- нули/впливають на результативність реалізації антикорупційних стратегій, появу нових корупційних викликів. Відзначено досягнен- ня Естонії в подоланні адміністративної корупції, а також ризики в частині політичної корупції, топкорупції. Методологічною основою дослідження виступає неоінституціоналізм та аксіологічний аналіз, синтез яких уможливив конструювання системи чинників двох типів: тих, які сприяли/сприяють антикорупційному прогресу Естонії; тих, що сповільнюють рух Естонії в напрямі нульової корупції. До конструктивних факторів віднесено історично сформовану ідентифікацію Естонії та естонців із Заходом; швидке усунення від влади представників колишньої радянської еліти; велику політичну волю естонської еліти до проведення реформ; належне використання вікна можливостей; підготовку до вступу та членство в ЄС; диджиталізацію держави й суспільства та ін. До деструктивних факторів віднесено акцент на інституційних реформах за одночасної незначної уваги до формування антикорупційних цінностей громадян; зовнішні впливи (чинник Росії); міцні зв’язки політичних партій і бізнесу; прогалини в законодавстві (сфери лобіювання, державних закупівель й ін.); недосконалості кримінально-процесуального права; недостатній захист державою викривачів корупції; низьку суспільну підтримку діяльності викривачів корупції; невідповідність ведення бізнесу етичним стандартам конкурентного середовища та ін.
