The key trends in the formation of innovative business and institutional support for the spread of organizational innovations are substantiated. It has been established that in the national economy, the elements of institutional support for innovative business are regulated by various legal norms and are not characterized by systematicity, additions, changes and amendments are constantly made to the basic legal norms throughout the period of validity. The evolutionary and institutional limitations of the development of organizational innovations and innovative business in the national economy are defined. It was established that the promising trajectory for innovative business is determined by such determinants as the formation of the global macrosystem; changes in the development of business strategies; political and social situation in the economy; ontological features of the fiscal system; the format of changes and features of the interaction between authorities and business entities; the development of network interactions of market participants; innovative state and development of business-oriented models and strategies.The importance of taking into account the specific evolutionary factors of the development of the national economy, which influence the formation of organizational innovations, is argued. The downward dynamics of the integrated innovation indices, which are proposed according to the criteria and characteristics of the influence of the current formal norms and the state of development of innovation processes in the economy, have been established.Argued key directions of institutional support of innovative business: cooperation of educational institutions and industry in the field of development and research; expansion of the share of exports in the field of information and communication technologies; increase in the efficiency of activity and the number of innovative enterprises; growth of output with a greater share of added value.Emphasis is placed on the instability of the institutional support of innovation processes, which does not contribute to the action of the built-in elements of restrictions, restraints and counterbalances and does not ensure the stabilization of effective regulatory impulses.It was established that the limited financial and institutional capacity of the state, as a key institution, does not contribute to the mobilization of resources and scientific potential to support fundamental and applied research, the implementation of the innovation process. Emphasis is placed on the importance of implementing measures that will contribute to the formation of an institutional environment for the development of organizational innovations.Theoretical and methodological provisions deepen the practical foundations of institutional support for innovative development of the national economy and innovative business.
