Цель: описать принципы организации, возможности, алгоритмическое и программное обеспечение информационной аналитической системы для оценки эффективности программ профессионального обучения и переподготовки безработных. Обсуждение: в условиях кризисных явлений в экономике и сопутствующих динамических изменений на рынке труда особенно актуальным становится решение проблем обеспечения занятости, сокращения безработицы, достижения состояния стабильности и безопасности. Меры активной политики занятости, такие как профессиональное обучение, переподготовка кадров, общественные работы, содействие самозанятости безработных переданы на региональный уровень. Ресурсы региональных институтов рынка труда ограничены, возникает необходимость учета регионального аспекта при реализации активных программ, совершенствования технологий их анализа и оценки эффективности с позиции достижения экономических и социальных целей. Действенным инструментом повышения эффективности может стать внедрение информационных аналитических систем и технологий поддержки принятия решений, реализующих механизмы детального анализа, структуризации и многокритериальной, многоэкспертной обработки информации. Результаты: проанализированы причины неэффективности программ профессионального обучения и переподготовки безработных и инструменты, которые позволили бы решить проблемы неэффективности. Предложена информационная аналитическая система оценки эффективности рассматриваемых программ и разработки стратегии ее повышения, алгоритмическое обеспечение которой базируется на иерархических методах многокритериального выбора и методах обработки лингвистической информации.
