The authors outline four key stages in the establishment and development of integrated psycholinguistic analysis within the system of forensic science organizations of the Ministry of Justice of the Russian Federation. The first is associated with the period when psychological and linguistic evaluation first emerged and started to develop as new branches of forensic investigation, accompanied by the launch of new training programs, and accumulation of practical experience. The second stage was marked by the establishment of new objects and subject of investigation in forensic psychology (information materials and their intentionality), as well as integrated psycholinguistic evaluation. The third stage is identified by the improvement of forensic methodology for integrated evaluations, establishment of specialized departments tasked with tackling extremism related casework, modernization of forensic education and training programs, and introduction of new types of integrated psycholinguistic evaluations. The fourth stage is that of further evolution of psycholinguistic analysis, mutual integration of special knowledge in psychology and linguistics and its application, and expansion of the variety of objects and objectives that require a multidisciplinary approach. Consolidated overview of practices in integrated forensic psycholinguistic analysis covers the period 2014–2016.
The need for the imposition of the new expert specialty stems from the law enforcement agencies’ demand for psychological research of informational materials in cases involving extremism and terrorism display, indecent assaults on the Internet, corruption offences, inducement and instigation of suicide, propaganda of nontraditional sexual relations among minors, propaganda of Nazi symbols and emblems and many others. Formation particularities of the new type of forensic psychological expertise and the new expert specialty ‘Psychological research of informational materials’ in the Russian Ministry of Justice forensic institutions are contemplated. The defnitions of subject and objects of this type of expertise as well as of the term ‘informational material’ are given. In the context of experts’ further vocational retraining problem it is underscored that during the public forensic experts’ preparation for the Russian Federal Centre of Forensic Science of the Russian Federation Ministry of Justice system an innovative author’s further vocational training programme in expert specialty ‘Psychological research of informational materials’ is used. Meanwhile some non-State organizations, the so-called non-proft organizations, providing educational and certifcation services in the forensic feld apply the same specialty description furnishing non-original content. As a result, the members of law enforcement agencies and judges appointing an expertise form a misconception about the qualifcation of the experts having such certifcates. The unifcation of experts’ training programmes for state and non-state organizations can change the situation and improve the quality of services in forensic psychology as well as the implementation of mandatory experts’ certifcation, training programmes and materials licensing and the governmental control of the certifying organizations.
This information letter was produced in response to a growing number of inquiries from investigators, and increased instances of forensic psychologists being appointed to evaluate witness credibility based on videos of interrogations. The letter addresses the need to streamline forensic casework related to the analysis of video recordings of specific investigative actions involving different agents of the criminal process. The letter considers possibilities for commissioning these forensic procedures and the rationale for conducting such examinations, in compliance with the scientific principles of professional forensic work.

На основе экспертологического анализа правовых норм, использующих понятие провокации, предпринята попытка выработки экспертного понятия провокации, которое может применяться в судебной психологической и комплексной психолого-лингвистической экспертизе. Показано, что таким понятием является психологическая направленность коммуникативной деятельности субъекта на побуждение адресата к совершению определенных действий (предложению, даче, получению вознаграждения либо согласию на таковое), повлекших для него негативные последствия в виде привлечения к уголовной ответственности. Эта направленность выражается в формировании у адресата определенной психологической установки, а формирование готовности выразить согласие, предложить либо совершить определенное действие представляются психологическими признаками того явления, которое в праве именуется как «подстрекать, склонять, побуждать в прямой или косвенной форме к совершению противоправных действий (провокация)». Предложены вопросы, которые могут быть поставлены перед экспертом при назначении соответствующей судебной экспертизы, и диагностический комплекс «провоцирование взятки». Обоснована целесообразность проведения комплексной психологолингвистической экспертизы при расследовании преступлений, предусмотренных статьями 290, 291, 291.1 Уголовного кодекса Российской Федерации, в случаях подозрения, что противоправные действия были спровоцированы.
