II уровень -действующий оперативный персонал (машинист котла, тур-бины, блока и т. д.), III уровень -вспомогательный оперативный персонал (обходчики). В соответствии с этими тремя уровнями, или тремя степенями компе-тентности и строится система обучения.Основной (базовый) -4-х летний курс готовит специалистов III уровня, которые и приходят работать на электростанцию.Для дальнейшего повышения квалификации персонал в рабочее и в не-рабочее время занимается на тренажерах, установленных непосредствен-но на электростанциях (рисунок 3).Кроме того, в тренажерном центре EPRI работают постоянно действую-щие курсы повышения квалификации персонала для всех 3-х уровней ком-петентности, инструкторского персонала, инженеров-инспекторов по уль-тразвуковой дефектоскопии, сварщиков, инженерного персонала, прямо не связанных с оперативной работой и др.Тренировки проходят как на полномасштабных, всережимных тренаже-рах (обязательна полная копия реальных рабочих мест операторов см. ри-сунок 3), так и с помощью интерактивных мультимедийных программ (так называемое Web-обучение), которые позволяют индивидуально и удобно изучать материал.Для повышения квалификации персонала первого и второго уровня пре- 18 доставляются обучающие компьютерные Web-программы по изучению топочных процессов, а также приобретению фундаментальных знаний по теории внутрикотловых процессов и теории теплообмена. Программы включают современные Web-приложения, такие как: тексты, анимация, гипертексты, гиперканалы, звук и онлайновый опрос (дистанци-онное тестирование).Тренажеры включают в себя подсистемы технологического оборудова-ния, например, для парогазового энергоблока: модели паровой и газовой турбин, генератора, котла-утилизатора; предусмотрены режимы пуска, останова, снижения и повышения нагрузки, аварийных остановов. Пред-ставлен сводный экран параметров пуска энергоблока, в котором приве-дена информация по положению запорной и регулирующей арматуры, пу-ску и останову насосов, по давлению газа, воды и конденсата, измерению остальных параметров, по системе защит, аварийной и предупредитель-ной сигнализации и др.Обучающие программы (Web-программы, интеллектуальные обучаю-щие системы) представляют собой отдельные технологические подсисте-мы с подробным поузловым описанием, с интерактивным изучением и эк-заменом, построенном на нескольких типах вопросов.Успехи и достижения EPRI NDE Center Training:• испанская и английская версии тренажеров, связанные с различными системами единиц измерений;• типовые тренажеры, настраиваемые в соответствии с вашими техноло-гическими схемами и вашими нуждами;• программы, построенные на интернет-технологиях, а также по стан-дартам RS для дистанционного терминала;• оценка эффективности обучения. The article analyzes reasons of technogenic accidents in the RF. It mentions the key ‘internal’ and ‘external’ reasons of accidents at hazardous production facilities. The article deals with the requirements for ensuring reliable, economical and safe operating modes of the equipment. It sets forth a modern structure for personnel training. Certain scientific and technical requirements and recommendations are offered for simulation of ergatic distribution systems for trainers designed for operation personnel of power generation facilities. The article dwells upon the initial regulations of the power industry in the USSR that set forth the requirements for training and simulator systems.
Matters are considered of standardization of digital simulator systems for ensuring reliability of service of various power engineering facilities. Definitions are given to such terms as reliability, functioning conditions anf safety.Industry-specific reference normative documents are presented regulating requirements to technical means for training power engineering personnel. Mandatory minimum requirements and criteria are presented to simulators of operating personnel of power generation enterprises according to the rates established. Existing regulatory technical documents and regulations on requirements to simulators of operating personnel are presented in an overview. Particular emphasis is put on creating technical specifications for certification of applied software tools of simulators of thermal power plants and networks, including compliance with requirements to identification characteristics of software tools, to functional characteristics, to data processing functions, as well as to compatibility and safety, and to user interface.Of considerable importance is the method of evaluation of the simulator, especially with consideration of today’s information technology requirements. The current state of most of developments in Russia’s simulator-building is considered in details, including: creating electronic lectures on description of technical characteristics of power engineering facilities and processes therein, generalized models of process devices, limited mode models, partial topology models (nodal models), shells for construction of process devices, integrated analysers of electric equipment, analytic software complexes and ACS.Based on detailed analysis of implementation of applied software tools in the field of simulator-building at power plants and network enterprises of Russia, substantiated conclusions are presented on the software products under consideration, which have positive references from customers and known for various reasons as “simulators”; these, though meeting the requirements stipulated by regulatory documents, do not feature to the full extent the properties necessary for full-fledged training, namely, full-scale applicability, compatibility with all modes and topological adequacy, which largely reduces the efficiency of their application in commercial operation.
