В статті надається обґрунтування необхідності усунення дисбалансу між зростаючим інформаційним навантаженням на інфокомунікацій та їх пропускною здатністю. Показано, що існує деструктивний вплив на функціонування систем критичної інфраструктури та комплексу ключових для життя-забезпечення сфер соціуму. Стверджується, що під час функціонування інфокомунікаційних систем вирішення питань інформаційного перевантаження мережі досягається шляхом застосування комплексного підходу. Показується, що одним з ключових тут є використання технологій управління та узгодження інтенсивності інформаційного трафіку. На основі проведених досліджень заклечається, що у разі критичного рівня відеоінформаційного потоку існуючи механізми регулювання не забезпечують перерозподіл трафіку згідно системи якості функціонування мережі. Тому потрібно створювати нові технології оброки та передачі відеоданих. Стверджено напрямок вдосконалення технологій управління відеотрафіком на рівні представлення інформації. Доказана необхідність створення нового методу компресійного кодування відеопотоку. Наводиться всебічний аналіз останніх досліджень. На основі чого показано, що найбільш ефективні результати досягаються для методів кодування з врахуванням закономірностей відеосегментів в спектральному просторі. Обґрунтовується наявність притаманних недоліків. Вони стосуються залежності їх ефективності від рівня втрат достовірності інформації. Для локалізації даних недоліків в статті запроваджується створення процесу скорочення надмірності організовувати на основі виявлення нових закономірностей в структурі трансформованих відеосегментів. Одним з таких напрямків є підхід, що засновано на кодуванні нерівномірно-діагональних послідовностей трансформант. При цьому враховуються залежності структурного характеру. Відповідно виключаються випадки додаткової втрати рівня достовірності відеоінформації. Створюється модель оцінювання інформативності трансформанти, як комбінаторного об’єкту з врахуванням її структурно-топологічних особливостей та особливостей психовізуального сприйняття реконструйованих відеосегментів.
