The article deals with key measures of establishing information and digital development of the Institute of Education in the conditions of innovativeness of Ukrainian economy. The reason that motivated the study was a number of pressing issues, such as the formation of a highly qualified specialist with new quality of digital competencies and skills based on an effective innovation and entrepreneurship university and the establishment of a quality institute of digital education in European digital educational environment, which remain little studied and need knowledge. Among the goals pursued by authors is to identify the prerequisites for accelerating the automation and digitization of the economy at different levels of economic aggregation and in terms of economic sectors; to present author’s visualization of the potential innovative ecosystem of digital business center of the university in which applicants will be able to acquire digital practical skills. The purpose of the article is to investigate the peculiarities of modern problems of higher education in Ukraine, to consider objective conditions and current tendencies of development of information society. Methods: generalization – in studying the nature of digital education; structuring – in explaining the prerequisites for reforming digital principles. Results. The scientific publication reviews the features of modern problems of higher education in Ukraine, including: lagging of scientific developments from needs of the economy, fragmentation of the use of distance learning technologies in economic specialties, inconsistency of the laboratory base of universities with a technical profile of the level of modern technologies. Scientific analysis of paradigm change in education of Ukraine is conducted. Authors’ opinion is: changes are caused by integration processes in higher education system, democratization of the process of obtaining education, introduction of tools of freedom of choice of resources, technologies. The originality of publication is that authors argue that a transformational change at the Institute of Education is a change from a passive system where learning is an audition, to an active learning system where students learn subjects/disciplines by sharing knowledge about these subjects. Value of the article is that authors outlined main areas of use of digital information technology in higher education, namely: development of educational websites and promising tools, teaching methods and technologies with a focus on development, promotion of personalized education. Conclusions. The article is devoted to the consideration of objective conditions and current tendencies of development of information society, which determine the course of automation and digitization of the provision of educational services in the conditions of innovativeness of Ukrainian economy.
The purpose of the proposed research is to form conceptual state policy foundations of regulating public-private partnerships development of countries with economies in transition. The need for substantiation of the regulating state policy of public-private partnership development in the transition economy and transformation processes has determined the topic relevance. The development of theoretical foundations for the state policy is based on systemic and institutional methodological approaches. There were used the method of comparative analysis, statistical analysis, structuring, method of abstraction and formalization. It has been determined that insufficient activity of countries with economies in transition in the public-private partnership projects implementation is due to imperfect legal framework, lack of clarity in the distribution of risks between agreement participants, political crisis and instability, lack of a unified state policy to develop partnerships. The principles of promoting the public-private partnership relations in countries with economies in transition have been identified, which include the formation of advanced legal mechanisms and systems of regulatory bodies, that monitor the public-private partnership implementation; stakeholder support by taking into account private interests, public authorities and end users; careful business partners selection. Basic determinants and a set of conceptual requirements for policy formation have been formed.
Purpose. The purpose of the article is to defining the nature, types, and role of formal and informal insurance market institutions. Methodology of research. The methodological basis of the work has become a systematic approach to the study of the formation and functioning of formal and informal insurance market institutions; as well as a dialectical method of cognition and grouping to determine the types of formal and informal institutions that have formed and ensure the development of insurance relationships. Methods of induction and deduction have been used to generalize the essence and role of insurance market institutions under the provisions of economic theory and insurance business. The differences between formal and informal insurance market institutions have been established by a comparative method. To make theoretical generalizations, to form conclusions from the study, an abstract reasoning method has been used. Findings. The article presents the results of empirical analysis of formal and informal institutions, under the influence of which the insurance market has been formed and is currently functioning. Formal insurance market institutions are clearly defined, regulated by public protection mechanisms, and mandatory for all economic entities involved in the insurance process. Informal insurance market institutions are unwritten and undocumented norms and rules that shape the behaviour of economic entities of the insurance market regarding the creation, purchase and sale, and consumption of insurance services. Both formal and informal insurance market institutions should be divided into basic and specific ones, taking into account the peculiarities of the insurance market and the specifics of insurance relationships. Originality. Given the peculiarities of the insurance business, formal and informal insurance market institutions are clearly distinguished, with their subsequent division into basic and specific ones. Practical value. The results of the study can serve as a basis for further research in this area and will be useful for insurers, supervisory authorities, and other participants in the insurance market in terms of improving the quality of insurance services, identifying areas of the insurance market, and efficiency of its participants, which will increase confidence in the insurance market. Здійснено дослідження теоретичних концепцій багатьох наукових шкіл, що розроблялися на різних етапах історичної еволюції та формують спадщину світової економічної науки. Визнано, що в Україні не приділялося достатньо уваги ідеям та концепціям, які становлять теоретичну основу формування макроекономічної політики. З’ясовано питання, які викликають дискусії серед економістів-теоретиків та практиків щодо того, які фактори визначають розвиток економіки, яку роль повинна відігравати держава й якою має бути її макроекономічна політика. Розкрито основні ідеї різних економічних шкіл та їхні підходи до здійснення стратегування економічної політики з урахуванням змін інституційного середовища. Наголошено, що важлива умова досягнення високого рівня ефективності макроекономічної політики в Україні полягає у врахуванні сильних і слабких сторін кожної з економічних теорій, та факторів, які в них вказуються і мають визначальний вплив на подальший соціально-економічний розвиток країни.
