This article summarises the methodological approaches, principles, methods, and tools of scientific knowledge inherent in a single complex research model of regional residential real estate markets competitiveness (RREM). The development and implementation of the proposed model can provide a deep regional analysis of component imbalances, and the implementation of the methodological steps can foster the comparative and targeted analysis of Ukrainian regions. The methodological tools of this complex study of the country's RREM as well as the strategic and tactical measures for its further regulation have been developed based on a comprehensive review of methodological principles and approaches. The basis of this study takes onto account general scientific and special knowledge of economic phenomena and processes. The scientific background developed was both empirical and theoretical. At the empirical level, observation, measurement, experiment and modelling were employed, while equal importance was placed on the special methodological principles involved. Achievement of the research goals required the use of such methods as: balance and index, decomposition, aggregation, analogous, logical, classification, ranking and extrapolation, expert evaluations and systematization along with a direct survey. In order to determine the level of regional housing market competitiveness, the implementation of future analytical assessments was carried out with regard to the following integrated factors: housing demand, housing supply, housing affordability, purchasing capacity of citizens, the region's comfort level, as well as certain geographical and cultural features of the region.

Проаналізовано праці науковців, які вивчали цю проблему, показано ступінь її висвітлення. Запропоновано підхід до вирішення маловивчених питань. Це дає можливість розглядати економічну історію країн Європи зі своїми особливостями, специфічними явищами й процесами. Установлено, що в ХVІІ ст. в країнах на схід від річки Ельби економічний розвиток відставав від західноєвропейських держав. Головна причиназміцнення великих феодальних промислово-землеробських маєтків, що ґрунтувалися на позаекономічному примусі й жорстокій феодальній експлуатації. Нова господарська система виробництва отримала назву «друге видання кріпосництва». Східна Європа стає продовольчим і сировинним придатком для економічно розвинених західноєвропейських країн. ХVІІ ст. в економічній історії Європи є межею між двома економічними системами організації виробництвафеодальною й ринковою, між двома всесвітньо-історичними віхами -середньовіччям та новим часом. Питання про місце ХVІІ ст. в економічній історії Європи привертає пильну увагу вчених усього світу. Інтерес продиктований не лише бажанням зайнятися вивченням «чистої хронології», але й тим, щоб показати, який важливий поворот подій економічного характеру відбувся в ХVІІ ст., яке місце він займає в національній, регіональній та всесвітній історії. На жаль, у науковій літературі ХVІІ ст. не розглядають достатньо глибоко та всебічно як цілісний період європейської історії [1], котрий би уловлював на континентальному рівні всілякі локальні події. Назване вище століття вивчається лише в «драматичних вузлах»: Тридцятилітня війна, Фронда, Великий заколот в Англії й т. ін. До останнього часу ХVІІ ст. залишається настільки маловивченим, особливо в галузі історії економіки, що це дало підставу російському історику А. Н. Introduction. The main requirement of the Ukrainian transport industry is precisely the ability to operate under different conditions of flexibility and elasticity of the national market of transport services. The transport sector plays an important role in the implementation of various socio-economic links, both nationally and internationally. Therefore, the investment and innovation development of the transport sector in the country plays not only one of the key roles, but also can contribute to ensuring the proper level of formation and development of a wide range of partnerships in both the private and public sectors of the economy. Thus, in parallel with the prospect of developing national transport connections as a separate transport industry, it will also contribute to the improvement of other important sectors in the life and functioning of Ukraine. The purpose. It is a comprehensive study of the situation in the transport sector of Ukraine, in determining the potential of the transport industry of the state, as well as its innovation and investment support. Results. The article outlines the negative phenomena that occur today in the transport industry of Ukraine. The meaning and necessity of practical realization of the innovative and investment potential of the Ukrainian transport industry are investigated. The problems of practical realization of innovative activity are outlined, as well as an overview of possible perspectives of innovative and investment development of the state transport potential. Conclusion. It was noted that in line with the stage of achieving the economic indicators of Ukraine, the transport industry should also change in full accordance with the demand that will take place for transport services. The transport industry has, to some extent, become a so-called "risky project" for the country, because there are no approaches now available to study and implement accurate forecasting for its further development. In the absence of timely response to the need for immediate implementation of measures, the failure of the transportation industry of Ukraine in the near term of time may meet the needs of the population in transportation, the development of tourist services and various business processes. There is also a risk of loss of competitiveness of the state transport system, which is manifested in the insufficient ability of Ukraine to participate in the provision of servicing processes with respect to international freight flows. In the conditions of obtaining new market economy-oriented vibrancy with the pursuit of integration into the European community, the issues of regional self-development on the principles of transparent competition are becoming increasingly topical. The lack of effective approaches to the implementation of the competition regulation mechanism in the regional residential real estate markets caused a significant construction sector monopolisation, the emergence of its development disproportions and social tensions within the population. The regional policy formation for the competitive relations regulation in construction should take place in compliance with state priorities. This, conversely, leads to the study of issues related to the assessment of the social-economic potential of the regions and the degree of the regional residential real estate markets competitiveness, taking into account fundamental research and analysis of the developed national theoretical and practical approaches. Consequently, the objectivity of the social-economic assessment of the competitive environment of the country regions depends on the immediate regional market systems functioning, including the residential real estate market. The problem of "systematicity" of the criteria for the safety of the gas sector in Ukraine was considered, where it was necessary to substantiate and analyze the essential content of each of the clearly defined criteria in the structure of the systematicity and generality of the approach, which include: Regarding the first criterion of safety, which meaningfully concerns the issues of elimination obstacles and shortage of gas resources with further supply on the industry market - stimulation of the activities of subsurface developers; With regard to the 2nd criterion of compliance with energy security: ensuring free access by all participants of the gas market to the resource of JSC "Ukrgazvydobuvannya" and promoting compliance with competitive mechanisms - accumulation and activation of efforts to cooperate with foreign partners in the direction of the development of underground gas infrastructure; increasing gas production and drilling new wells by involving independent entities; formation of electronic auctions regarding the free access of entities that can conduct geoexploration work on drilling wells and other activities aimed at increasing gas production; The 3rd criterion for achieving the energy security of the gas sector in the direction of transparent regulation of the activity of the National Energy Regulatory Commission of Ukraine with further non-discriminatory functioning of the gas market and objective tariff formation is to introduce the informative system "electronic passport of the licensee" and the mobile application "Energy Online". The 4th criterion for the availability of energy security in the gas sector provides - strengthening the role of regulating the activities of gas market entities through monitoring, licensing, and control by the National Commission, which carries out state regulation in energy and communal services. 5th criterion: application of new forms of organization of relations between important components of innovative development of production, educational and scientific space, and information - development and implementation of the appropriate regulatory and legislative framework, which involves clarifying several conditions regarding the definition of directions, mechanisms, and tools of state support of the system partnership relations between scientific, educational and industrial (specialized) institutions; development of innovation-venture-type infrastructure by introducing the activities of network business incubators, innovation laboratories, etc., which are designed to combine the interests of academic, industry and university science, as well as on this basis, the everyday use of scientific, scientific-technical and educational-production competences.
