The russian federation's launch of a full-scale war against independent Ukraine on February 24, 2022, has presented unprecedented challenges to the country. In addition to resistance on the battlefield, Ukraine must implement adaptive macroeconomic policies to address the situation. This combination of military and economic efforts not only prevents economic collapse but also maintains fragile macroeconomic stability during wartime. Monetary stability becomes especially important, highlighting the absolute necessity for effective implementation of monetary policy.This article aims to identify the key characteristics of Ukraine's defence economy and forecast key policy rates and exchange rates during the war.The prerequisite for forecasting was the analysis of endogenous and exogenous factors determining the current state of the Ukrainian economy: index of business expectations in Ukraine and partner countries, state of international trade and balance of payments, disparities in the labour market, reorientation of the state budget to military needs, devaluation of the national currency, high inflation, increase of financial capital price.Modelling is based on consumer price index (CPI), household inflation expectations, key policy rate of the National Bank of Ukraine, real and nominal effective exchange rates hryvnia to USA dollar, gross and net international reserves, gross and net foreign exchange market interventions, the UK CPI, the USA CPI, EU CPI, and the weighted average yield of domestic government bonds. The methodology involved the use of the VECM model (Vector Error Correlation Model) and the Bagging machine learning method, adapted to time series. Using this methodology enabled an accurate forecast of the key policy rate. In determining the optimal exchange rate, a modified formula was used that takes into account the monetary base, total bank deposits, foreign currency deposits in banks, exchange rate in the black market, and international reserves. This modification enabled the prediction of an exchange rate that closely approximates the official exchange rate.
У статті визначено, що в умовах дефіциту фінансових ресурсів, ризикового середовища, нерозвинутої інфраструктури фінансового ринку особливої актуальності набуває проблематика формування ефективної інвестиційної стратегії страхової компанії, розробка практичних рекомендацій щодо формування оптимального інвестиційного портфеля. З цією метою висвітлено досвід розвинених країн світу щодо обрання інвестиційної стратегії страхової організації в умовах обмежених фінансових ресурсів і підвищеної ризикогенності, визначено особливості формування інвестиційного портфелю страховика в залежності від його спеціалізації. Наведена характеристика основних завдань страхової компанії щодо формування оптимального інвестиційного портфелю в умовах сучасних викликів. Визначено зміст і завдання методики Asset-Liabilities Management при формуванні оптимального інвестиційного портфеля страхової компанії. На основі моделювання розроблені практичні рекомендації щодо формування оптимального інвестиційного портфеля для українських страховиків умовах дефіциту фінансових ресурсів і ризикового середовища.
Стаття присвячена дослідженню економічної політики Маргарет Тетчер. Проаналізовано історичні передумови запровадження політики тетчеризму, зокрема, перехід влади від лейбористського уряду до консервативного уряду, який очолила Маргарет Тетчер. Детально проаналізовано ключові реформи, завдяки яким уряду М. Тетчер вдалося домогтися стабільного економічного зростання: суттєве скорочення публічні видатків, зниження показників інфляції, зменшення ставок податку на доходи фізичних осіб, приватизації та ін. Проаналізовано динаміку економічних показників Великобританії у 1970 – 1990 рр., серед яких: рівень безробіття, темп росту реального ВВП, темп інфляції, граничні ставки податку на доходи та ін. Виявлено, що завдяки проведеним реформам, уряду Маргарет Тетчер вдалося вивести країну з депресії, повернути соціальну та політичну стабільність та забезпечити соціально-економічне зростання.
The proposed scientific article is devoted to the topical issue of the need for Ukraine’s cooperation with the International Monetary Fund. In the context of the growing socio-economic crisis phenomena in the world and taking into account the significant problems that have been taking place in the Ukrainian economy in recent years, it is advisable to assess the IMF’s impact on the financial system of Ukraine. The article is aimed at studying in-depth the key problems of Ukraine’s cooperation with the International Monetary Fund, covering the impact of loans granted to Ukraine from the IMF on the country’s financial system and developing possible directions and ways to ensure effective cooperation between Ukraine and the IMF for the future. In analyzing and generalizing the scientific papers of domestic and foreign scientists, the authors consider the views on strengthening the role of the International Monetary Fund, which is caused by the spread of COVID-19, analyze the key functions of the International Monetary Fund and criticism on the part of the IMF for servicing the economic and political interests of the countries that have the highest quota, and not those in need of financial assistance. The article considers the dynamics of Ukraine’s use of IMF credit programs, in particular: dynamics of borrowings and repayments by Ukraine of the borrowed resources from the IMF; credit programs within the framework of Ukraine’s cooperation with the IMF in 2014–2021; share of debt to the IMF in the external and total public debt of Ukraine; critical indicators of Ukraine’s public debt and economic consequences. Prospects for further research in this direction are finding ways to improve the debt policy strategy, as well as to implement a coherent strategy for managing the external public debt.
