Проведено аналіз особливостей організації та здійснення оперативного планування протиповітряної оборони (ППО) сухопутних військ (СВ) об’єднаних сил за стандартами НАТО. На прикладі угруповання об'єднаних сил (ОС) США наведений розподіл обов’язків щодо планування ППО між командуванням ОС та його функціональними складовими. Визначені основні складові ППО СВ в складі угруповання ОС США. Показано, що Командування ППО СВ несе загальну відповідальність за планування операцій з ППО та протиракетної оборони (ПРО) сухопутної компоненти ОС, координацію і синхронізацію планування на рівні армійського корпусу та дивізії. Проведено аналіз організації планування ППО/ПРО на рівні армійського корпусу СВ та бригади ППО СВ на театрі воєнних дій (ТВД). Показано, що можливості бригади ППО на ТВД дозволяють організувати планування на рівнях командування ППО СВ та армійського корпусу. Складено узагальнену схему процесів планування ППО/ПРО сухопутної складової ОС на ланках управління від Командування ОС до батарей ППО СВ. Визначено, що ключовими документами з планування ППО є список важливих об’єктів та список прикриття, розроблення яких є динамічним та інтерактивним процесом відповідно до етапу (фази) операції. Визначені взаємопов’язані етапи розроблення списку об’єктів прикриття та надано характеристику методів які для цього використовуються.
Розглянуто оцінювання обстановки та розпізнавання замислу дій повітряного противника, як ключове завдання в процесі прийняття рішення командиром частини (підрозділу) протиповітряної оборони відповідно до національної практики та за процедурами Military Decision-Making Process (MDMP). Доведе-но необхідність створення методики оцінювання обстановки та розпізнавання замислу дій противника яка враховує зміни ступеню важливості об’єктів прикриття оперативного угрупування військ (ОУВ) для за-стосування у відповідних кроках процесу MDMP. Запропонована методика ґрунтується на ітераційних процедурах та математичному апараті теорії нечітких множин та теорії ігор. Використання методики дозволяє визначити вимоги до робочих місць існуючих та перспективних командних пунктів оперативного угруповання військ для організації планування та управління протиповітряною обороною за стандартами НАТО.
У статті викладено підхід до вирішення актуального завдання з визначення важливості елементів оперативної побудови оперативного угруповання військ в оборонній операції з метою прийняття обґрунтованого рішення щодо прикриття важливих об’єктів угруповання військ з використанням системного підходу. Запропонована удосконалена методика, яка, на відміну від відомих, для визначення важливості елементів оперативної побудови оперативного угруповання військ застосовує модифікований метод аналізу ієрархій, що дозволяє отримувати контрольовані узгоджені локальні пріоритети в ході експертизи, забезпечуючи її адекватність та оперативність, що, в свою чергу, дозволяє відстежувати динаміку зміни важливості елементів оперативної побудови з метою розподілу наявних і доданих сил протиповітряної оборони для їх прикриття від ударів з повітря під час підготовки та в ході проведення операції.
A specific model has been developed to assess the performance indicators of target designation when setting obstacles by the enemy and maneuvering various targets. On the basis of the adopted technical characteristics and parameters of stations and weapon systems, optimal target designation options were found. Favorable conditions for firing rockets have also been determined. The indicator of the increase in the average number of destroyed targets is calculated when moving from one type of target placement to another. The course of solving a specific model is presented. Analytical expressions for calculating target indicators of placement efficiency and graphic material are given.
