Digitalization and transition to a new technological structure bring humanity to another level of development. The changing technological structures, industry and society progress, enhance the importance of improving the university development model. The existing management system and infrastructure in universities are often outdated and unable to ensure their competitive and adequate functioning. Hence, the need to improve the processes of using the university infrastructure through digital technology. The composition and range of the resources should also be reviewed and supplemented with new components.The purpose of this work is to reveal the principles and requirements for improving the university infrastructure using digital technology.The methodology is based on modeling the university management system, with the concept of infrastructure logic as a core, meant to include new elements in the university management infrastructure: university stakeholders, cultural values, investments and translation.The management model transformation implies a transition from structural to infrastructural approach, from infrastructure management to managing the infrastructure logic. The digital network platform incorporating the information on all the infrastructure facilities, their status, will provide effective user access management to each university resource.The recommendations formulated to improve the university infrastructure using digital technology will make higher education more effective.

Digital economy brings new opportunities and threats to modern reality, covering almost all the fields of life of the population, including education. Digital economy opens up new strengths and weaknesses of a university. In this regard, a relevant task is to determine a set of goals for the development of the university and ensure movement towards these goals. The transition from the University 3.0 model to the University 4.0 model involves a comprehensive transformation of all processes in a university. Taking into account that the innovative educational and entrepreneurial activities played a leading role in the previous model, it is advisable, first of all, to ensure the digital transformation of these processes during the transition to the new model. An important factor in ensuring the competitiveness of a modern university is the digitalisation of its services. In the modern realities of the development of digital economy, universities are facing the need for digital transformation, the essence of which is based not only on the introduction of digital technologies in the activities of universities, but also on the cultural and organisational changes. The main features of the digitalisation process of the universities shall be: the university's orientation on the implementation of “smart manufacturing”; the use of digital communication technologies in the educational process; the introduction of network and distance learning; the development of basic information services; the creation and implementation of the “digital university management” service. Thus, digital transformation of the universities will make it possible for teachers, students, applicants and partners to provide more opportunities in the context of digitalisation. The transformation is impossible without the development and implementation of a digitalisation strategy that takes into account the features and specific nature of the university.

The article describes the main threats and opportunities for the use of digital technology by universities. We considered the features of the functioning of universities in the digital economy. In the study, we applied the method of a balanced scorecard, which allows integrating estimates of diverse activities to assess the overall result of the university’s socio-economic system in the development of digital technologies. Achieved results. An original balanced system of indicators of the digital transformation of the university has been formed. The study will improve the effectiveness of tactical and strategic management of a university due to the authors' recommendations for the formation of indicators for assessing and regulating the digitalization processes at the university.

The article considers methodological aspects of grouping regions of a federal district by the degree of their competitiveness in the sectoral markets with account of determination of the probability of transition of a certain economic activity from one group of competitiveness to another. At that, an effort is for the first time taken to substantiate the matrix approach to determination of the competitiveness of sectoral markets, which allows taking into account all possible combinations of the market competitive profile of a region, which combines all possible combinations of localization and concentration of manufacture. The authors carry out experimental computations regarding assessment of competitiveness of the industrial profile of the Republic of Tatarstan in the Volga Federal District, and based on that develop probabilistic forecasts of transition of certain economic activities of the Republic of Tatarstan from one competitiveness group to another.
