The article reveals the role and importance of bioeconomics in the context of the transition from a linear economic model to a circular closed cycle based on the "cascade consumption" of renewable biological resources. It is determined that the main task of the domestic economy at the present stage should involve moving away from the raw material model, where the production, availability and use of biomass can be the key conditions. The official classification of biotechnologies in the Russian Federation is given, organizational aspects of supporting their development are disclosed, where an important milestone in the greening of the domestic economy is the approval by the government of the Strategy of Socio-Economic Development of the Russian Federation until 2050 with a low level of greenhouse gas emissions. However, it is noted that within the framework of organizational and economic regulation, a fragmentary approach dominates in revealing the essence of bioeconomics, where the development of biotechnologies is possible in the separate accounting of income from their use in each individual production sector, i.e. a "linear" concept is declared to a greater extent. In accordance with this, the tools of the system of organizational measures for the translation of the transition from linear economics to circular bioeconomics are proposed.
The article presents materials on the study of the possibility of reproduction and increase in the herd of highly productive cows through the use of embryo transplantation technology. The classical (in vivo) and more modern, developing (in vitro) methods of embryotransfer, their positive and negative sides are considered in detail. The possibility of accelerating the breeding process by using the method of transplantation, in which from one cow can be obtained from 10 to 100 calves, which will allow for 4-5 years, almost any herd (of any size and breed) with the help of biotechnology to turn into a cattle-breeding enterprise of the most modern level. At the same time, heifers obtained from unproductive cows can be used as "surrogate" mothers who are transplanted with the best donor embryos, which allows to obtain a full-fledged offspring adapted to local environmental conditions. A detailed scheme of obtaining, evaluation, storage, as well as the cost and economic effect of embryo transplantation was calculated, the market was evaluated, the required annual volume of transplants and the number of donor cows for large livestock farms were determined. As a positive example of "Scientific-production enterprise "Centre of biotechnology and embryo transfer" in 2014, implemented a project for accelerated replacement and genetic improvement of the dairy herd, engraftment averaged 57-69%, and the economic effect of the enterprise from getting a single animal by the method of embryo transfer, compared with imports of similar close in quality, ranged from 60 to 100 thousand rubles on his head. It is shown that it is necessary to organize at the state level a developed service for embryo transplantation to reduce the cost of embryo transfer and the possibility of creating in a short time in the country's own highly productive breeding nucleus of dairy and beef cattle, which will reduce, and in the future completely eliminate, import dependence on cattle products.
The paper gives the agro-industrial complex characteristic of the Krasnodar Krai, analyzes the condition of its branches and defines key problems. It emphasizes such strategic development priorities of the agro-industrial complex of the Krasnodar Krai as the reclamation of land, development of the elite seed industry, intensive development of the animal industry, support of the small forms of economic management. The paper also considers the possibilities of the state support for regional agroproducers taking into account the entry of the Russian Federation in the ranks of the World Trade Organization. In compliance with that the paper offers the measures of the state regulation that is aimed to stimulation of key directions of the agrarian industry development of the region where the matter concerns a creation of the logistic basis and formation of the rural cooperation. As an example a model of the contract relations system concerning production, processing and sales of the pigbreeding products between the agricultural organizations, farm enterprises and farms of the population which can be used during the organization of productive processes both in other subsectors of the animal industry and in the branch of the plant industry.There is a conclusion that now a concentration of the state regulation on the oblique support measures for strategic development directions that is capable to provide a stimulation of "independent mechanisms" of the inner potential of the agroindustrial complex of the Krasnodar Krai.
