Noting the enormous importance of the Russian and energy complex for international and domestic energy policies, the paper critically reviews the Energy Strategy of Russia until 2035, focusing on the state, challenges, and development trends of the global and Russian energy. We devote a lot of attention to the internal problems and export opportunities, the key aspects of the Russian energy policy in long-term perspectives, as well as review the development scenarios and stages of implementation. While conducting a critical review, we focus on how well the Strategy captures the current situation in international energy markets and trends in the development of the Russian energy and fuel complex. We also look into how comprehensively the Strategy addresses the identified challenges and possible prospects, as well as discuss which provisions could strengthen the Strategy. Our analysis clearly demonstrates that the Strategy adequately addresses both international and domestic processes leading to the current state of the Russian fuel and energy complex. However, we also point out to a number of shortcomings. First, it still supports the export-oriented model of energy development in Russia, but it would be much promising to focus on building a model of resource-innovative development. Second, there is no comprehensive strategy of working on the European energy market and the markets of the Asia-Pacific region, and the proposed scenarios do not take into account the shrinking export demand in the future. Third, it primary focuses on the carbon resources, not providing sufficient attention to the increasing role of renewable energy. Fourth, the outlined ambitious plans of technological modernization of the refinery sector appear hard to implement in the current conditions of protracted technological development and technological sanctions. These identified drawbacks could be used for developing policy recommendations.

Purpose is the analysis of world practice of applying the best available techniques to increase energy saving and energy efficiency of mining enterprises being the important factor of the economic development. Methods. The research methodology is based on the scientific approaches: historical-evolutionary, interdisciplinary, integration, process, and situational. Methods of retrospective, categorical, and system analysis as well as modeling have been applied. The analysis was performed on the basis of both initial information sources (original texts of legislative documents, strategies) and material of the international analytical organizations (International Energy Agency, World Bank) as well as the data of official statistical records. Findings. For the first time, different variants of the best available techniques in Japan, the USA, and the EU have been analyzed as well as the role of a state in applying institutional measures of energy efficiency support, including mining complex, and prospects of its use in the Russian Federation. It has been determined that energy efficiency is the effective and economically feasible tool in reaching sustainable development of the national economy. It has been demonstrated that energy saving and increased energy efficiency may reduce the needs in investment, raise industrial competitiveness and consumer welfare as well as improve environmental protection owing to the reduced greenhouse gas emissions and decreased air pollution. Energy efficiency growth has direct effect upon the industrial competitiveness; it can be achieved by means of innovations. Originality. Emphasis has been put on the key scientific and technical aspects and approaches stimulating increased energy efficiency in the developed countries under the effect of strong, coordinated, and consistent national policy in different sectors of economy. Practical implications. The carried-out analysis is useful in terms of the innovative and technological development of different industries of the Russian Federation in the context of its complicated cooperation with European countries and the USA, dependence on foreign technologies, and limited access to them.

Аннотация. Цифровизация национальной экономики является одной из ключевых государственных задач. Постепенный переход к цифровой модели развития позволит повысить конкурентоспособность российской продукции на международных рынках, а также будет способствовать повышению национальной безопасности. Анализ внедрения информационных и коммуникационных технологий в национальную экономику показывает существенное отставание от лидеров. На примере автомобильной индустрии рассмотрен положительный экономический эффект от внедрения современных цифровых технологий в бизнес-модель транспортных предприятий.

The role of innovations in the construction industry is considered in the article. In the conditions of transition of national economy to the innovative type of development, the indicators that allow estimating the efficiency of innovative activity, where the key aspect is the comprehensive assessment, are important. Innovative projects are especially relevant for the construction industry, which is the key driver of the national economy development. Sustainable construction ensures the development of industries, where innovative projects can partly solve the problems of creating renewable energy sources. The authors offer to expand the list of indicators for the assessment of the innovative project efficiency not only from the financial and investment point of view, but also taking into account quantitative and quality, scientific, technological, operational, marketing indicators, which often are not considered. The assessment of the innovative projects efficiency has to be the central link in the innovation management; so the authors offer to improve the system of the balanced indicators. The balanced system of indicators (BSI) is developed. It is planned to extend and to introduce BSI not only at the level of the enterprises, but also for all the types of economic activity according to their technological effectiveness.
