Purpose. The article substantiates the strategic principles of development interaction systems in innovation processes of the region, which includes defining goals on a conceptual basis to ensure the value of interaction, clarifying the composition of subjects and objects of development regional interaction systems, implementation in certain stages. Design/methodology/approach. The goals set in the study were solved using the following general scientific methods: general scientific and special principles and techniques of scientific knowledge in the field of strategic management of innovative development of territories. Semantic analysis, comparative analysis and systematization method were used to carry out the theoretical substantiation of the system of strategic goals of regional development; the method of grouping, factor analysis, the method of structural-logical modeling is used in the development of a set of operational tasks to achieve strategic goals. An abstract-logical method was used to formulate conclusions and theoretical generalization of the results of the study. Findings. The subject of strategic management interaction in the innovation processes of the region is "innovation development", which takes into account the interests and goals of the subjects in the innovation process of the region. Strategic interaction management is carried out by defining goals on a conceptual basis to ensure the value of interaction, which involves the implementation of certain stages. Adherence to the proposed sequence of stages will ensure the required level of interaction value in regional systems for all participants in the innovation process on a strategic basis. The central apex of the "goal tree" is a strategic goal, in our context - ensuring the value of interaction in innovation processes. This strategic goal is deployed in tactical goals that capture large blocks of action to achieve a strategic goal, namely; block of rational use of innovation resources of the region, block of ensuring the usefulness of interaction, block of optimization of the cost of establishing interaction, block of increasing the productivity of innovation processes in the region, block of development of innovation infrastructure of the region. Practical implications. An obligatory stage in the formation of regional cooperation systems is the coordination and harmonization of the interests of potential participants on the basis a rational compromise to achieve the goals of regional development. The specified strategic goal is developed by the authors into tactical goals, which fix large blocks of actions to achieve the strategic goal, namely the block of rational use of innovation resources of the region, the block of ensuring the usefulness of interaction in regional interaction systems, the block of optimizing regional interaction, block of development of innovation infrastructure of the region. The need for improving regional management of the development interaction systems in innovation processes is due not only to its national importance for the development of NIS, but also the economic content - the formation of the economic base and support drivers of social and economic development of regions. It was proved that regional government institutions should fully support the development of the economy on market principles, while assuming the main responsibility for comprehensive overall regulation and strategic planning of economic development and direct support of the innovation process. Originality/value. For each of these blocks of strategic goals, the article substantiates a set of socio-economic tools for implementing tasks in regional interaction systems, which differ in the components of interaction systems, scope, nature of direction, duration, complexity of use, level of consistency, purposes of use, source of funding, direction raising funds. Summarizing the substantiation of strategic goals for interaction systems development in innovation processes of the region, it is necessary to emphasize harmonization and coordination of goals of interaction system formation with goals of innovative development of the region and individual goals for potential participants of interaction systems. After all, the development of interaction systems takes place through the maximum involvement of market stakeholders in cooperation and ensuring the value of their coordinated joint work on innovative projects and programs.
The article substantiates the expediency of revising and changing the paradigm of the innovation process based on the priority of the component interaction. The need for such a revision is driven by the acceleration of globalization processes, the change in the concept of partnership in innovation, the transformation of the principles of meeting consumer demands and the creation of new consumer value. The authors examined the concepts of the innovation process and innovative activity in the legislative acts of Ukraine and research of domestic and foreign scientists and found significant contradictions between them and inconsistency with modern realities. Based on the analysis and the performed research, the authors proposed their own narrow and extended interpretation of the innovation process based on the priority of the component interaction. Innovative processes can be carried out in different models-flowcharts and sequences of stages, different sources of new ideas and relationships between stages, which in modern theory of innovation are seven: linear (technological impetus), linear (market pull), linear with feedback interaction, integrated, network; model of open innovation; model of advanced innovation networks. The authors investigated the evolution of these models, highlighted the key characteristics of their implementation, advantages and disadvantages of implementation. Particular attention was paid to the study of models by interaction parameters, that is, the subject of interaction, forms of interaction, interaction participants. The authors conclude that approaches to understanding and requirements for the innovation process change depending on the dynamics of market factors, economic environment of the subjects of innovation: the tasks, goals, circle of participants change. The interaction between the participants is becoming more complex, systematic, taking on different forms and methods of implementation. As the models change, the priority of the stages and their accents change. Innovation can be initiated either by the market, or by a technological stimulus, or a combination of them. The source of new ideas is an important factor, but, as the evolution of models shows, the factor that fosters interaction between the innovation process and future consumers of innovation is more important. The wider the range of potential participants in the interaction, the greater the likelihood of commercial success in innovation. Thus, the effectiveness of the innovation process is determined by the indicators of establishing interaction between stages and participants of innovation, mainly information efficiency of the process, indicators of establishing communications through the innovation network.
Автори виокремили та обґрунтували шість моделей розуміння креативності та творчого процесу. Використання цих сучасних та загальноприйнятих моделей дає змогу пояснити феномен "креативності" різними компонентами, стадіями або фазами. Особливої уваги автори надали вивченню та проведенню характеристики процесу організаційної творчості на прикладі модифікованої моделі Уолласа, зокрема деталізовано компоненти формування етапів та фактори впливу на різних етапах. На підставі аналізування наукових джерел автори сформували узагальнену модель творчого процесу, визначили завдання кожного етапу організаційної творчості та силу та напрям дії факторів зовнішнього середовища. У статті проведено економічне обґрунтування доцільності впровадження Системи підтримки організаційної творчості на прикладі вітчизняної організації ТОВ "Енерготехпром". Для розробки системи управління знаннями на підприємстві були визначені основні технічні вимоги до системи, на основі розробленої схеми була визначена приблизна вартість розробки та утримання даної системи ( за умови аутсорсингу). Розрахунок ефективності впровадження цього інноваційного проекту був здійснений відповідно до міжнародних стандартів та підтвердив доцільність реалізації проекту.Ключові слова: організаційна творчість, системи підтримки творчості, моделі творчого процесу, Системи підтримки організаційної творчості, креативна підтримка.The authors identified and substantiated six models of understanding creativity and the creative process. Usage of these modern and generally accepted models can explain the phenomenon of "creativity" by various components, stages or phases. The authors paid particular attention to studying and conducting the characteristics of the process of organizational creativity on the example of the modified Wallace model. In particular, the components of the formation of stages and factors of influence at different stages were elaborated. Based on the analysis of scientific sources, the authors formulated a generalized model of the creative process, identified the tasks of each stage and the strength and direction of the environmental factors. This model can be used to further identify the factors of influence, both internal and external, on organizational creativity at different stages of the creative process.To facilitate the creation and development of organizational creativity, authors suggest using an intelligent system with a temporary knowledge base. Such systems not only contain the actual base, the basis of rules and the mechanism of conclusions but also directly solve issues related to the time frame. In practice, they are called creativity support systems, and they unite various types of information systems to improve creativity.Creativity support systems can be used to enhance the user's ability to perform creative tasks (the ability that the user owns), to support users in the field of acquiring knowledge, and to provide users with a new experience of creative tasks, which gives them new abilities. The article is devoted to the research and substantiation of the author 's theory of interaction in innovation processes. The author proved the need to revise the provisions of modern theories in modern conditions, as they complicate the possibilities and lead to inefficiency of use for the implementation of innovation processes at different levels. The development of the innovation process was determined by the indicators of interaction between the stages and participants of innovation. This article examines the basic theories of economic and personal development, which are present in the information field of management and innovation. The author investigated the theoretical positions of theories of personal development, theories of innovative development, theories of interactions and theories of partnership, theories of innovative cooperation. The main theoretical contributions of these theories were analyzed, as well as the possibility of their use in the formation of the author's theory of interaction in innovation processes. Based on the analysis and research, the author identified the provisions of the theory of interaction in innovation processes, which take into account the paradigm shift of the innovation process, the evolution of models of innovation processes, types of interactions in innovation processes. The author's theory contains definitions of postulates, hypotheses and expected results. The developed theory can be used as a basis for ensuring the innovative development of regions and countries, provided the formation and implementation of an effective mechanism for establishing interaction between participants in the innovation process.
