The article is related to the role and place of the Central Asian region in a cross-border energy resources trade at present stage. On the one hand, there are two countries in Asia, which are in the list of the world’s largest importers of energy resources - India and China. On the other hand, the Central Asian countries (with the exception of Kyrgyzstan and Tajikistan) and Russia are net energy exporters, herewith this kind of export is all-important for their macroeconomic stability. It is not surprising that the problems of organizing mutually beneficial trade in energy resources throughout the Central Asian region are among the most urgent issues for all interested parties’ agenda. So, the analysis and assessment of the energy component of cooperation between the Russia, Central Asian states, China and India lies in the focus of the article. Of course, India is not directly integrated into the energy architecture of the Central Asian space, but its large domestic market is one of the drivers of energy supplies growth. Therefore, it is advisable to consider India as an external actor that has a significant impact on the ongoing processes. Current practice of multilateral participation shaping the energy dialogue can also have a great importance in the geopolitical context - as a factor of either additional cohesion or increasing contradictions in the given region.
The research article is concerned with the mechanisms of cooperation between India and African countries in the latest historical period. The international support that India has provided to many African countries over the decades underscores the political commitment of the Indian leadership to speak on behalf of the nations of the global South. The government of Narendra Modi focuses on the common historical struggle of Indians and Africans against the colonial powers, as on the importance of developing cooperation in the politics, economy, energy, education, culture and humanitarian issues. The parties are interested in developing new approaches to environmental protection, and closely cooperate within the framework of the UN mechanism for sustainable development, actively participating in the formation and discussion of the climate agenda. Three successful Africa-India summits (in 2008, 2011 and 2015) showed a common interest in expanding the nature and areas of interaction. Moreover, India, experiencing an acute need for primary energy resources and minerals, sees in Africa not only a potential supplier of those resources, but also a capacious market for its products. In pursuit of all the interests mentioned, India, on the way of cooperation with African countries, often encounters the unpreparedness of African colleagues for direct dialogue, as well as opposition from other major players operating in the region. Among them, the UK and China play a key role. The authors come to the conclusion that at present India has a clear and comprehensive strategy for promoting its interests in Africa and considers the continent as a strategic one. At the same time, a large number of the variables associated with a specific process of interaction and regional development remain in the system of cooperation between India and African countries.
Аннотация. В статье предпринимается попытка рассмотреть российско-индийское сотрудничество в энергетической области на современном этапе. Энергетическая безопасность стала одним из приоритетных направлений политики большинства стран, в особенности таких государств, как Индия, КНР, испытывающих проблемы с энергоресурсами. Россия и Индия имеют тесные связи в реализации проектов «мирный атом». Такими ключевыми российско-индийскими энергетическими программами стало строительство АЭС «Кунданкулам» в Индии и АЭС «Руппур» в Бангладеш, которые способствуют не только улучшению социально-экономических и экологических условий и развитию науки в этих странах, но и укреплению политических и экономических отношений между Россией и Индией.
