Москва, Россия МЕХАНИЗМЫ ПОДДЕРЖКИ ФИНАНСИРОВАНИЯ «ЗЕЛЕНЫХ» ПРОЕКТОВ: ОПЫТ СТРАН Цель: оценка эффективности механизмов поддержки финансирования «зеленых» проектов в развитых странах и в России. Методы: сравнительный анализ, регрессионный анализ. Результаты: в статье обоснована необходимость актуализации вопросов защиты окружающей среды в современных условиях развития мировой экономики. Подчеркивается, что, несмотря на наличие преимуществ развития «зеленой» экономики для общества в целом, для рынка остается важным ряд сдерживающих факторов. В связи с этим повы-шается актуальность изучения опыта стран, реализующих проекты по созданию «зеленой» экономики. Проанализирован опыт Великобритании по основанию специальных институтов поддержки «зеленых» инвестиций, осуществляющих привлечение средств главным образом через использование кредитных и гарантийных программ. Великобритания также демонстрирует опыт применения экологических налогов и широкий ассортимент экологи-ческих финансовых продуктов. Анализ опыта Южной Кореи показал наличие в стране стратегии «зеленого» роста, а также наличие рамочного закона, предусматривающего финансовую поддержку «зеленым» предприятиям и частным инвестициям в этой сфере. Опыт Онтарио, провинции Канады, показал применение в сфере «зеленой» экономики таких механизмов поддержки, как «зеленые» облигации, льготные тарифные программы и т. п. Германия также демонстрирует значительный прогресс в решении экологических проблем путем введения требований к населению в этой области, а также создания льготных программ финансирования «зеленых» проектов. Проведенный анализ показал, что в отличие от изученных стран в России отсутствует комплексный механизм госу-дарственной поддержки экологических проектов. Существующие механизмы связаны с реализацией государственных программ в сфере высокотехнологичных производств. В статье на основе регрессионного анализа оценено влияние мер государственной поддержки «зеленого» финан-сирования на объем экологических инвестиций частного сектора в изученных странах. Анализ продемонстрировал эффективность мер поддержки экологических проектов во всех странах, кроме России. Научная новизна: в статье систематизирован опыт стран по использованию механизмов поддержки финансирования «зеленых» проектов и произведена оценка их эффективности в привлечении частного капитала в «зеленые» проекты. Практическая значимость: рассмотренные механизмы поддержки финансирования «зеленых» проектов, применяемые в зарубежных странах, могут использоваться органами власти для увеличения объема «зеленых» инвестиций из част-ного сектора в России, а приведенная модель поможет оценить эффективность бюджетных расходов в данной области. В статье рассмотрены применяемые во Франции и Италии подходы к переориентации национальной экономики от традиционной модели к «зеленой». Выделены основные элементы механизма государственной поддержки «зеленой» экономики. Цель статьи-показать роль государства в формировании «зеленой» экономики. В статье анализируются инструменты государственной поддержки в части финансирования «зеленых» проектов во Франции и Италии. В ходе анализа выявлена специфика стран: в Италии создание платформы по поддержке «зеленого» рынка облигаций и «зеленого» фонда для реализации Киотского протокола; в то время как во Франции применяется множество инструментов поддержки финансирования «зеленых» проектов: «зеленые» казначейские облигации, внедрение «зеленой» маркировки, «зеленые» кредиты, «зеленый» государственный банк и т.п. В обеих странах можно выделить схожие инструменты «зеленой» политики: экологические налоги, льготная тарифная программа. Также в работе проведен регрессионный анализ с целью оценки эффективности мер государственной экологической политики и их влияния на инвестиционные решения бизнеса. Результаты исследования показывают различия и сходство «зеленой» политики в Италии и Франции. Сделан вывод об эффективности проводимой «зеленой» политики во Франции, в то время как в Италии положительное влияние на «зеленые» инвестиции бизнеса оказывают только расходы государства, но осуществление этих расходов одновременно с ужесточением экологической политики приводит к противоположному результату-снижению «зеленых» инвестиций.
Today, when a global consensus has been formed on the issues of sustainable development and the role of «green» economy in this concept, the governments of the regions of the countries are sometimes ahead of the federal government in their strategic plans, trying to respond promptly to the emerging challenges to development at the global level. The purpose of this study is to investigate the degree of penetration of «green» economy principles into regional economic systems. The analysis is carried out in two directions. The first direction is to study the distribution of «green» investments. The second direction is to analyze the disclosure of the principles of the «green» economy in regional strategic planning documents. The results show that «green» investments occupy a small share of the total volume of investments and are distributed extremely unevenly across the regions of Russia. The integration of the principles of the «green» economy into the strategic documents of the subjects of the Russian Federation is due to the current problems of the region’s development. Apparently, the choice of a «green» economy is not yet conscious, the benefits of which are calculated, and the prospects are consciously evaluated. It is expected that the results of the study will be of interest to politicians who seek to solve the problem of regional development using global trends for this purpose.
The purpose of this study is to identify the most significant motivations for Russian companies to make green investments. This article presents a multiple regression model based on panel data, designed to assess the impact of various factors on green investments made by Russian companies. To create this model, the authors used annual data for 83 regions of the Russian Federation for the period from 2011 to 2020. According to calculations made in this paper, the growth of green investments in the economy is due to the inflow of foreign direct investment, the increase in the collection of fees for negative impact on the environment, the increase in the production of extractive products and the growth of CO2 emissions. At the same time, the total volume of investments is not affected by indicators assessing the environmental factor, but is affected by the inflow of foreign direct investments and the level of business concentration. The obtained results mean that the main motivators that encourage Russian companies to make green investments today are the opinion of foreign investors, global decisions to reduce greenhouse gases and the partial tightening of national environmental legislation. This indicates that the degree of a companies’ integration into the global economy is of great importance for its propensity to make green investments in Russia. Therefore, special approaches are needed from the state in order to create incentives for green modernization of the national economy. This study expands our understanding of the role that green investments can play in the economy and the motivation for companies to make them, thus contributing to the existing literature on this subject.
