Social insurance occupies a special place in the entire social policy of the state. Developed system of social insurance in the country provides citizens with effective protection mechanisms and thereby ensures economic stability and creates an atmosphere of social cohesion in society. At present, social insurance systems in Russia and Germany have significant differences that include both the structure and functioning of each type of insurance separately. These differences in the organization of social insurance systems in Russia and Germany are traceable from the very beginning. System of social insurance in modern Russia has been developing to a certain extent inconsistently and to the present time still is not completely formed. The German system developed gradually and improved with regard to the features of the interests of society at various stages of its development. The establishment of the Federal Republic of Germany as a social state determined the modern model of the social insurance system. Therefore, the study of the German model is interesting from the point of view of the subsequent possible introduction of its elements into Russian insurance practice. The article compares social insurance systems of Russia and Germany. The components of the systems are studied; their similarities and differences are revealed. Opinions of experts of the Federal Service for Labor and Employment on the prospects and problems of the development of the Russian model of the social insurance system and the possibility of using the German insurance experience in Russian practice are given.
Ageing of population is a global trend that requires modernization of existing institutions to create con-ditions for a decent and proactive old age. The pre-sent study examines the analysis of foreign practic-es in involving senior citizens in working life. Based on the systematization of foreign research there were identified: main problems of employment of retired persons, as well as the most popular tools and technologies for involving and keeping them in the labour sphere. The study places emphasis on only on the development of government programs and initiatives regarding the considered socio-demographic group, but also on the efficient tools of solving the raised problem at organizational level. The authors note that only a comprehensive ap-proach and the creation of interconnected institu-tions can ensure the development of new mecha-nisms of employment relations at labour market and the demand for elderly workers. It is highlighted that the effectiveness of introducing foreign technolo-gies and tools in Russian management depends on the following: quality of preliminary analysis of their demand; their adaptation taking into account exist-ing resource limitations (concerning financial and management aspects) of Russian companies and the established management practices; develop-ment of a new culture of ageing.
Project studies can become the most important innovative component of education programs in modern society. They allow one to not only improve the professional skills of students, but also develop competencies in the fields of project management and team building. The greatest didactic value is possessed by interdisciplinary and international projects. In the framework of their implementation, a synergistic effect occurs from a combination of methods of different sciences, as well as communications between representatives of different national scientific and educational schools. The success of a project study depends on student motivation. Their participation in setting common goals and developing methods for their achievement is the basis of high motivation. Along with this, the work of teacher-curators, oriented to help in solving emerging problems of a substantial and methodological order, acquires a fundamental role. The lack of project studies is largely due to the high requirements for the teachers involved in it. The tasks of teachers during project training are fundamentally different from those that they perform using other educational methods. This is one of the most temporarily costly and time-consuming forms of training. The study deals with the structural, managerial and didactic features of project study in higher education using as an example scientific and educational projects on labour market studies, which, since 2017, have been jointly carried out by the Moscow State University (MSU) and the University of Applied Labour Studies (UALS), Mannheim.
Based on the data of the All-Russian survey of pensioners (February 2022), the article reveals their opinions on working in retirement, reasons for continuing work, problems when changing jobs, attitudes to new forms of employment, and life priorities. The article continues the analysis presented in the article “Employment of the elderly: Social imperatives and barriers in contemporary Russia” (2022; 22 (1)). The most important factor affecting the life strategies of the elderly in the post-industrial society is their increasing involvement in labor activity. The survey showed that the basic incentive for working in the older age is additional income. In depressed regions and during crises, work is one of the possible means for survival of both pensioners and their families. However, under the growing well-being of working pensioners, social motives and incentives for self-realization become fundamentally important. Differences in the pensioners’ motivation to continue their labor activity are determined by both personal characteristics (gender, age) and local social-economic circumstances (place of residence). Thus, Moscow pensioners, who get city allowances and feel less poor than pensioners in other regions, express special opinions on a number of issues. Life strategies differ significantly by gender: retired women are less satisfied with their status as non-working pensioners and are more willing to use new forms of employment, which may lead to more active employment of women in the future. More than a third of pensioners, contrary to stereotypes, are ready to work remotely. Most pensioners are not ready to become selfemployed, but many start to consider this form of employment and admit its benefits. To improve their social role, pensioners propose to develop volunteer and educational projects in which they could share knowledge and experience with the younger generations, and to hold events that would show the elderly’s contribution to the development of society.
