In the process of public procurement, public authorities often face many problems, one of which is to increase the objectivity of the selection of performers in the procurement of works (services) to meet state and municipal needs, which can be effectively implemented through the procedure proposed in the article for evaluating bids on the basis of non-value criteria in conducting competitive procedures. Non-value criteria used in the procurement of works (services) in the field of education and the practice of their application in 2020 are considered. The work also makes practical recommendations on algorithms for calculating indicators of non-value evaluation criteria, which ensure transparency of the procurement procedure and increase the objectivity of the evaluation of bids.
