Background. The quality of medicines plays an important role for the national security of any state. The pharmaceutical industry in the Russian Federation is steadily developing. Imported medicines occupy a significant share of the domestic pharmacological market.
Purpose. It consists in identifying problems and developing recommendations in the field of organizing foreign trade circulation of medicines in the Russian Federation.
Materials and methods. The normative legal basis of the study is the Customs Code of the Eurasian Economic Union, Federal Law dated 03.08.2018 No. 289-FZ (as amended on 24.02.2021) “On customs regulation in the Russian Federation and on amendments to certain legislative acts of the Russian Federation”, Federal Law dated 12.04.2010 No. 61-FZ (as amended on 01.01.2021) “On the Circulation of Medicines”, etc.
Results. The market for medicines in the Russian Federation is characterized by a high degree of import dependence. In recent years, the Russian Federation has been pursuing an active policy of import substitution, which contributes to a gradual decrease in the share of imported medicines. At the same time, the share of drug imports in the country remains quite high. This requires the regulatory authorities to take effective action to combat illicit pharmaceuticals trafficking.
Conclusion. Analysis of the pharmaceutical market in the Russian Federation made it possible to note a high share of imported pharmaceuticals in the Russian Federation – over 60%.
This paper draws on the methods of analysis and synthesis to study the regulatory framework governing the modern operating mechanism of the EU single market. Statistical analysis made it possible to reflect the market dynamics with reference to the pre-and post-COVID crisis periods. Consolidation was applied to merge data on the trade of goods and servicesthe key elements of the EU Member States' trade indicators. Finally, the method of comparative analysis was employed to compare the single market environment of the EU with markets of other countries. The functioning of the single market depends on shared responsibility between the EU's centralized management and the many policies of its Member States. There are barriers within the single market system that limit the free movement of goods, services, people and capital and lead to an imbalance. These are sanitary and phytosanitary standards, tariff measures, and technical and quantitative barriers.
The implementation of the sanctions policy of the United States and Western Europe in relation to the Russian Federation has been analyzed. The objectives of the USA and European Union sanctions policies have been identified. The study has been based on the principles of a three-level classification of sanctions aimed at destabilizing the economy of the Russian Federation. Sectors of the economy and companies have been identified, that, have become objects of sanctions policy and have suffered more from USA and European Union sanctions. The role of sanctions as a toolkit, which can influence the political and economic balance of power in the world, has been defined. The opinion of representatives of business of foreign countries on the formation of anti-Russian sanctions has been reflected within the article. The features of the implementation of the sanctions policy in the digital block and cyberspace have been noted.
Political and economic events, which have happened in the world, influence the economy of the region and of the country, as a whole, ambiguously. Some Western countries imposed their economic sanctions against our country. Our country took protective response measures. The article provides the analysis of the Vladimir region foreign trade potential under sanctions. A classification of sanctions is suggested, which includes all key instruments of impact on the states and regions. It shows the tendencies and features of generating the world experience of applying sanction policy. There being conducted a complex analysis of the Vladimir region foreign trade activity in the period of 2014-2020; this being the basis for identifying the problems which have occurred as a result of imposing sanctions by the countries of Western Europe and USA. According to the identified issues the areas for the development of Vladimir region foreign trade potential under sanctions are proposed.
