The Industry 4.0 concept acts as a theoretical foundation for introducing digital technologies into production and management processes which leads to the digital transformation of economy including the one at the level of territories. The efficiency of digital transformation in developed and developing countries is achieved through public administrationthe development of government programmes, national and local strategies, the plans and projects of a certain region. The current practices for strategic planning need a scientifically-based justification of development priorities and their overarching presence in a comprehensive system of strategic documents. The difficulty of developing digital transformation priorities arises from the ongoing research into Industry 4.0 concept deriving from the dynamically changing trends of digitalization, its diversity and complexity for the development of Russian regions. The prepared Russian documents fail to reflect the priority of universities in creating Industry 4.0, with a "digital university" being the only model in working out, implementing and using digital technologies in regional economies. Due to the incomplete Industry 4.0 concept and the urgency of the digital transformation of the economy, the paper is aimed at developing theoretical foundations of the «datadriven» economy. The research conducted by the authors involved the dialectic method, the methods of summarization, analysis and synthesis, deduction and induction. The study resulted in some certain suggestions on strategic priorities for the development of Russian regions in view of key digital technologies, the role of universities in their creation and implementation. The authors have shown that Industry 4.0 has a huge potential in setting priorities of digital economy and management at the level of regions.
Обоснована необходимость развития проектных технологий в рамках региональной составляющей национального проектирования, предложены направления развития технологий целеполагания и взаимодействия управляющих элементов, разработан декомпозиции целей и механизм взаимодействия, эффективные в управлении развитием транспортного комплекса региона. The necessity of developing design technologies within the framework of the regional component of national design is justified, the directions of development of technologies for goal setting and interaction of control elements are proposed, the decomposition of goals and the mechanism of interaction that are effective in managing the development of the transport complex of the region are developed.
Introduction. The breakthrough in scientific and technological development of the Russia’s regional economies calls for an increasing efficiency of higher education spatial organization, therefore making vital the study of foreign best practices – namely the ones of France, the country with similar administrative and territorial system, regional development vector and the university network, whose successful special organization of higher education has been driven by the management based on international and national rankings of high schools. Aims. The aim of the article is to developing methods of higher education assessment based on ranking scores characterizing the level of its spatial organization. Methods. Abstract-logical and theoretic-empirical analysis, system, comparative, structural methods, ranking analysis. Results. Conditions that will enable to incorporate French best practices into the management of higher education spatial organization in Russia have been identified; French and Russian universities rankings by the university network spatial organization have been reviewed; comparisons of higher education spatial organization efficiency in countries have been made and the use of rankings for assessment of higher education spatial organization in Russian regions has been justified; recommendations on ranking scores usage in regional strategy guidelines have been formulated. Conclusion. The results of the study are aimed at key players in strategic planning, involved into formulating development strategies and grant programs for Russian regions as well as regional policies in vocational training and cluster initiatives.
