The various approaches to income stratification can be divided into two broad categoriesrelative and absolute. Our study suggests that the most widely used thresholds of the absolute approach cannot be efficiently applied to contemporary Russian society, which has undergone fundamental changes over the last 15 years regarding income, as they fail to define the subgroups within the population.Absolute models of stratification which define income groups based on a pre-determined income thresholds rank Russia in line with industrially advanced rather than developing countries, rendering the absolute income bounds, set for the latter group of countries, irrelevant.The relative approach, based on the median income as the social standard of living, appears more effective for income stratification in Russia. Furthermore, it also implies possibilities for structural adjustments such as regional-and settlement-specific disparities in income distribution, which are relevant for Russia given its regional heterogeneity. The application of the relative approach in authors' version shows that the income stratification model in Russia is quite stable even during the economic crisis. The results of the comparison between the Russian income stratification model and those of other countries confirm that Russia's income stratification model is currently more similar to those of developed rather than developing countries. The present paper focuses on identification of relative “poverty line” and a threshold of high poverty risks. The paper also studies key poverty factors in contemporary Russia. It demonstrates that the relative approach to poverty which is widely used in Western countries is applicable in Russia too. However, the relative poverty thresholds set at 0.5 and 0.75 medians per capita family income identify quite different groups of the poor. The threshold of 0.5 median income indicates deep poverty happened mostly to the unemployed workforce. The relative poverty threshold equal to 0.75 median income identifies the poverty of the elderly who are not considered as the poor by the absolute approach because pensions of Russians have been recently equalized to the subsistence level. Above all, the paper provides econometric estimates of socio-economic determinants of both absolute and relative poverty. It was revealed that the relative deep poverty of the working population was primarily caused by “bad” jobs rather than by “bad” human capital. Absolute poverty of workers is more or less determined by both factors.
В статье на данных общероссийского репрезентативного исследования, проведенного Институтом социологи ФНИСЦ РАН весной 2018 г., рассматриваются запросы россиян к содействию государства, необходимого, по их оценкам, в их собственной жизненной ситуации. При классификации запросов по трем ключевым направлениям — политика на рынке труда, социальное инвестирование и социальная поддержка — наиболее распространенным оказался первый. Его предъявляет в основном молодежь, испытывающая проблемы с доступом к хорошим рабочим местам. Запрос на государственное содействие в области социальной поддержки в наибольшей степени формируется под влиянием особенностей индивидуальной ситуации — а именно, необходимости решения ряда материальных и жилищных вопросов, с которыми россияне, предъявляющие такой запрос, не могут справиться самостоятельно, ожидая от государства прямых трансфертов. Наиболее гетерогенна группа россиян, предъявляющих запрос на социальное инвестирование. Независимость от государства характерна для наиболее благополучной части населения, не сталкивающейся с серьезными проблемами, которые невозможно решить самостоятельно. Полученные результаты показывают, что ответ на формирующиеся запросы населения со стороны государства возможен только с помощью дифференцированных мер социальной политики с учетом гетерогенности запросов и их специфики в российских условиях.
