У статті розглядаються інститути управління (інструментальні, нормативно-рольові і комунікативні) в контексті їх теоретичного дослідження, визначаються межі концепту «інститут», аналізується категорія «інститут публічного управління», визначається місце інституту державного управління в публічному управлінні, характеризуються стратегії управлінського впливу на інститути в контексті етапів інституціонального розвитку. Обгрунтовано, що безумовне підпорядкування і примус є неодмінними атрибутами інструментальних інститутів. Нормативно-рольовий інститут розглядається насамперед крізь призму результатів його функціонування в суспільстві. Визначено, що розвиток демократичних форм участі громадян в управлінні, становлення громадянського суспільства приводять до появи нового типу інститутів управління – комунікативних, функціонування яких пов’язане не тільки з усвідомленням необхідності інститутів, але і з можливістю постійного їхнього коректування в комунікативному діалозі. Комунікативний інститут – це керований інститут, тому його розвиток вимагає розширення навичок самоконтролю і децентралізації. Показано, що інститут – не тільки визначена стійка норма, правило, закон, але і саморозвиток цієї норми, правила, закону, а також діяльність по встановленню норми, правила і закону. Тут сполучаються статична, динамічна й управлінська характеристики інституту, його стійкість, здатність встановлюватися і здатність бути встановленим. Визначено істотні характеристики публічного управління, зокрема вплив суб’єкта управління на об’єкт із метою досягнення консенсусу; механізм внутрішньої саморегуляції суспільства, що є практичним проявом інституціональної природи управління; «державне управління», здійснюване інститутом державної влади, «місцеве самоврядування», яке здійснюється, відповідно, органами місцевого самоврядування і «самоврядування», здійснювані громадянським суспільством; «м’яке» управління, націлене на консолідацію, солідарність і співробітництво.
