Распространение цифровых технологий в последнее десятилетие, определяющее траектории развития мировой экономики и мирового сообщества, буквально на наших глазах ведет к кардинальным изменениям в жизни людей большей части современного человечества. Становление цифровой экономики – глобальный тренд всех индустриально развитых стран, включая США, Великобританию, Германию, Японию и др. Причем формирование и развитие цифровой экономики рассматривается не в рамках инновационных стратегий отдельных отраслей и компаний, а как глобальная стратегическая повестка стран, претендующих на лидерские позиции в XXI веке. Определяя перспективы формирования цифровой экономики России, авторами статьи рассматриваются системные проблемы, определяющие рамки развития цифровой экономики. Первая проблема, играющая роль институционального ограничения, состоит в том, что российское государство, если и прислушивается к мнениям авторитетных деятелей науки об императивности ускоренного развития новых технологий, то делает в усеченном, фрагментарном виде. Вторая проблема состоит в том, что у нас декларируется, но не определяется ответственность за не достижение поставленных правительством задач по выполнению целей государственных программ (в данном случае Государственной программы «Цифровая экономика Российской Федерации» [1]. Отсюда необязательность выполнения планов принятых программ в полном объеме, что выражается, в частности, в перманентном изменении объемов финансирования и конечной стоимости государственных программ. В статье проанализированы причины возникновения этих проблем, оценены возможные позитивные и негативные последствия цифровизации России. Обоснована идея необходимости уточнения стратегии российской цифровизации.
