With the emergence of the global COVID-19 pandemic in 2019, a process of transformation of the modern economic system took place, which requires new approaches to assessing economic processes. One of such processes is the assessment of public welfare. The purpose of this study is to develop an approach to assessing the level of public welfare of the population of Ukraine in the context of the COVID-19 pandemic and economy digitalization. To solve this problem, the methods of artificial intelligence, in particular the method of fuzzy sets theory, which allows using the incomplete information and making high-quality forecast calculations, are used. The factors influencing the level of public welfare during the COVID-19 pandemic have been identified. These are the following factors: gross domestic product, poverty rate, welfare index, human development index, subsistence level, and indicators that characterize the COVID-19 pandemic (i.e. the total number of COVID-19 cases, the total number of deaths from COVID-19, and the total number of vaccinations from COVID-19 in Ukraine). Using fuzzy sets theory, an economic-mathematical model for assessing the level of public welfare in the context of the COVID-19 pandemic in Ukraine was built. Two-dimensional dependences of the level of public welfare of Ukraine in the context of the COVID-19 pandemic on indicators such as gross domestic product, subsistence level, and the total number of cases of COVID-19 in Ukraine were obtained. The results of the study established that the level of public welfare in the context of the COVID-19 pandemic on the 0-100 scale is predicted to be as follows points: 2021 – 17, 2022 – 23, 2023 – 27, 2024 – 19, 2025 – 35 and will not meet international standards.

Стаття присвячена актуальним питанням реалізації митної політики України, яка може бути детермінована як основний напрям різновекторної стратегії управління зовнішньоекономічною активністю держави, а також інструментам її забезпечення – сукупності регламентованих нормативно-правовими документами митних процедур. Вітчизняне законодавства визначає, що такими процедурами є митний контроль, оформлення, а також порядок справляння відповідних податків і платежів. Беззаперечним є факт, що уповноважені органи влади мають прагнути до досягнення досконалості механізму реалізації митних процедур задля збереження збалансованості між сукупністю факторів: протекцією національного товаровиробника, стимулюванням зовнішньоекономічної активності бізнесу, а також підтримкою громадян і ЗСУ (аналізуючи проблематику у світлі актуальних воєнних подій). Контекст війни ускладнює виконання даного завдання, що зумовлює потребу у проведенні дослідження проблематики, зокрема аспектів організації митних процедур в умовах безпрецедентного для незалежної України воєнного стану. Відповідно, дана робота є оригінальним дослідженням змін в організації митних процедур забезпечення зовнішньоекономічної діяльності, що внесені у законодавство та митну практику під час дії воєнного стану в Україні. Дослідження проблематики здійснювалось завдяки застосуванню методів порівняння, абстракції, аналізу та узагальнення, методу структурного дослідження. В результаті проведеної роботи було детерміновано сутність митних процедур забезпечення зовнішньоекономічної діяльності України, складові елементи, що передбачені діючим законодавством до реалізації митними органами під час перетину товарів через митний кордон України; авторами було закцентовано увагу на змінах у практиці забезпечення даних процедур в умовах війни.
У науковій статті визначено правила, яким підпорядковувався фінансовий сектор з перших днів війни. Ці правила були визначені відповідною постановою Національного банку України. Встановлено перелік обмежень, які накладались на фінансову сферу, зокрема в частині зняття готівкових коштів з розрахункових рахунків та призупинення діяльності валютного ринку. Досліджено новий порядок бланкового рефінансування банків. Наведено рішення для підтримки ліквідності банківської системи. Визначено фактори, які дозволили уряду забезпечити фінансування всіх своїх зобов’язань. Досліджено оцінку Міжнародного валютного фонду вжитих заходів в Україні для підтримки фінансового сектору. Проаналізовано діяльність фондового ринку у рамках встановлених обмежень. Визначено оцінку, надану Національним банком України щодо ефективності вжитих заходів в перший місяць воєнного стану. Досліджено динаміку зміни коштів на рахунках фізичних та юридичних осіб. Визначено тенденції по зміні обсягів отриманих кредитів фізичними особами та суб’єктами господарювання у розрізі державних, приватних, іноземних банків та ПриватБанку. Виокремлено обмеження валютного ринку, які були послаблені на фоні стабілізації ситуації в фінансовому секторі. Досліджено вплив воєнного стану на страхові компанії та надавачів небанківських фінансових послуг. Вивчено заходи, які рекомендовані Національним банком України для підтримки стабільності їх діяльності.
