The article substantiates the necessity and possibility of using information and communication technologies to reduce the severity and intensity of the principal-agent problem that arises in the modern system of organizing the major renovations of apartment buildings in Russia. Based on the “Arshtein ladder of civic participation” the article proposes a hierarchical model for a meaningful assessment of the existing resources of information and communication support for the major renovation system in Russia. This model includes seven levels of participation of homeowners in solving the problem of a building renovation. The analysis of the content and services of information support resources for the major renovation system of apartment buildings in Russia showed that they do not contribute to the practice of active real participation of homeowners in resolving issues of renovations, they are at the level of “symbolic” participation, providing information about the regulatory the legal framework for renovations, the structure of regulatory authorities in this area, the current activities of regional operators. The information support of the major renovation system of apartment buildings in Russia is an information flow from authorities to citizens, with a weak or absent feedback flow with the ability to control incoming initiatives and complaints, which does not allow us to state progress in mitigating the consequences of the principal-agent problem in this area.

Residents of an apartment building become participants in situations of local public goods associated with the maintenance and use of common property, including major renovation of common property in the house. The solution of the social dilemmas arising in this case is possible both through the intervention of a third party – the state, and through the self-organization of the participants. The article attempts to trace the evolution of government intervention in the production of local public goods in the housing economy in Russia and to identify the prospects for the further development of government regulation in the field of major renovation of apartment buildings. The empirical basis of the study is the regulatory legal acts of the Russian Federation that regulate the management of common property in the housing sector since the 1990s. so far, forecasting and analytical documents of the federal and regional level, the activities of state institutions in this area. It was revealed that the declared guidelines of the state housing policy for the development of self-organization of homeowners in apartment buildings did not receive the necessary incentives for real implementation at different time stages. The modern highly centralized system of organizing major renovation of apartment buildings in Russia turned out to be its logical consequence, generating significant financial and material flows of private resources under the direct control and management of the state through a system of regional major renovation funds.
The ethnocultural diversity of regional development often becomes a factor in the disunity and impedes the processes of social and economic integration. The authors identify factors contributing to social cohesion at the macro-, mezo- and microlevels. Digitalization is a new factor in this system, which leads to a new society, new economy, and new system of integrative values. Most studies recognize the positive role of digital technology in enhancing social cohesion. However, digitalization will become a significant factor in the increase of the level of social cohesion if a critical mass of the population uses the information technology constantly in order to achieve their various goals. The logical question arises as to whether there is currently a digital divide in the multicultural and multiethnic region of Southern Russia. The study is based on the data concerning the use of information technology, information and telecommunication networks by the population. They were collected in the course of federal statistical observations. An analysis of ICT usage indicators in households of the North Caucasian Economic Region allows us to conclude that multi-ethnic subregions in Southern Russia show different degrees of involvement in the processes of digital transformation. Currently, Kabardino-Balkaria and Rostov region are digital leaders of the North Caucasian Economic Region in terms of aggregate indicators of using information and communication technologies. An intermediate position is occupied by Karachay-Cherkessia, Krasnodar and Stavropol krais, which are slightly above average. But there is a significant lag in these indicators in North Ossetia-Alania, Adygea and Dagestan. However, positive trends in digitalization indicators are observed in every North Caucasian federal entity and this should lead to a decrease in digital inequality and an increase in the role of digitalization as a factor in the societal dynamics of multicultural regions in Southern Russia.
The paper is devoted to a concept study and empirical verification of the hypothesis about existence and development of new post-urban lifestyles in Russian society, which are formed on the basis of industrial and urban state of life, but trying to overcome the urbanism limitations. The authors differentiate posturban representatives as down-shifters and up-shifters. Materials of conducted empirical investigation have demonstrated that innovative technological solutions and modern autonomous eco-friendly housing lifesupport technologies take an important place in post-urban representatives’ socio-economic activity models.
