In the conditions of price reduction in the world energy market, the issue of determining the priorities of the economic development of hydrocarbons in the Arctic Region of the Russian Federation (RF) becomes highly relevant. The article is aimed at developing an optimal model for the spatial organization of energy resources in the Arctic Region. The expert elicitation procedure was used to determine the efficiency indicators for the economic development of the oil-and-gas-bearing areas in the Arctic Region and clusterization of these areas was carried out in terms of economic efficiency. Based on the factor analysis, the degree of influence of efficiency indicators on the economic development of the oil and gas bearing areas of the region was determined and, an integrated performance indicator of economic development for oil-and-gas-bearing areas for each cluster was calculated with regard to the factor loadings. A 3-D model was developed for the organization of economic development of oil and gas in the Arctic Region. The 3-D model became the basis for determining the priorities for territorial exploration, development and production of hydrocarbons in terms of their economic efficiency, taking into account the trends in the development of the world energy market and break-even fields. A set of recommendations was developed to improve the efficiency of the spatial organization of economic development of oil and gas in the Arctic Region. The implementation of the proposed measures can contribute to the development of the oil and gas industry in the region, its socio-economic development and the long-term sustainability of Russia's energy security.
The paper considers Russia’s position in the system of European energy policy on the natural gas market. We have analyzed the interest in natural gas exports in the context of maintaining the energy security of EU countries, stimulating in turn the interest towards the Arctic oil and gas reserves as a means of increasing supplies. We have established the role that diversification of transportation means plays in ensuring exports. We have described the capacities of the main pipelines transporting gas to the EU countries. We have substantiated why investments should be made into establishing and improving the transport infrastructure in the Arctic, specifically, developing the routes for transporting natural gas.
The Yamal oil and gas province (OGP) is strategically important for the Russian gas industry. In the coming decade, gas production in Yamal is expected to grow to 180–200 billion cubic meters per year. The main goal of the article is to solve a scientific problem consisting in the study of the spatial organization of the development of gas resources, determination of the rational structure of reproduction of natural gas reserves in the Yamal oil-gas-bearing region in the context of the modernization of the Arctic gas industry complex. The article assessed the gas resources of Yamal, revealed trends in the economic development of natural gas fields, presented the characteristics of investment projects based on the fields being developed. An analysis was carried out that made it possible to differentiate the deposits by the degree of their prospects, and a strategy for expanding the hydrocarbon potential of Yamal was determined. It was revealed that the main areas of production in the Yamal oil-gas-bearing region are associated with the development of deposits with a high level of Cenomanian deposits. Such deposits are characterized by a higher increase in the capitalization and profitability of investment projects in real time compared to fields located in the northern and far eastern seas, including on the shelf of the Kara Sea. It was concluded that the strategy for the reproduction of hydrocarbon potential will be aimed at conducting prospecting and exploration in order to transfer forecast resources to industrial reserves of natural gas. The study applies a general scientific methodology providing for systemic and comprehensive approaches to justify the spatial organisation of gas resources development in the Yamal oil and gas bearing region. A significant body of factual material on the state of free gas and condensate reserves in Yamal has been analyzed. The results of the research were obtained with the use of comparative-analytical, statistical methods of economic analysis.
After the energy crisis of 2020–2021 caused by the coronavirus pandemic, the global gas market was again influenced by unfavorable conditions, now due to an unprecedented geopolitical conflict and the growing global economic crisis. In order to increase the volume of gas supplies to the domestic market, diversify the ways and directions of natural gas transportation, and fulfill export contracts, it is necessary to develop and update the Russian gas transportation system. The article presents an analysis of this system. The spatial zonal organization of the gas transportation infrastructure is determined, the characteristics of the resource base of each of the zones are given. The assessment of the state of export gas transportation corridors in the new geopolitical conditions has been carried out. The conclusion is made about the need to transform the economic model of sustainable development of the Russian gas industry.
Основное внимание уделено анализу состояния нефтегазового комплекса (НГК) Арктической зоны Российской Федерации (АЗРФ), который рассматривается как система, содержащая совокупность подсистем, таких как социально-экономическая, производственная, экологическая, информационная, транспортно-логистическая. Дается анализ перспектив российских производителей на глобальном рынке сжиженного природного газа (СПГ)с позиции диверсификации и модернизации нефтегазотранспортной инфраструктуры; оценка эффективности государственной поддержки российских нефтегазовых проектов в АЗРФ, а также экономической конъюнктуры экспортных поставок арктического СПГ. Исследуются основные тенденции в формировании и развитии инфраструктуры,формы и методы взаимодействия входящих в ее состав крупных нефтегазовых корпораций,состояние холдинговых и сервисных структур,условия их эффективного взаимодействия. Особое внимание уделеноинвестиционной привлекательности проектов, связанных со стратегией развития арктического региона, и созданию организационного механизма повышения доходности предприятий НГК АЗРФ. Подчеркивается негативная роль усиливающихся санкций западных стран в отношении крупнейших российских нефтегазовых компаний в финансовой и технологической сферах, а также роль использования методов недобросовестной конкуренции.Выделены основные проблемы, препятствующие развитию предпринимательских структур нефтегазового сектора: отсутствие нефтяной биржи,низкое качество нефти,неэффективная законодательная база в области недропользования, налогов, инвестиций. Приведены примеры конкретных проектов в области нефтепереработки.Монография может быть полезна широкому кругу научных работников, преподавателям, а также специалистам экономики промышленности, природопользования, транспорта и логистики.
