A decade has passed since the outbreak of the global fi nancial crisis and the defi cit crisis in Greece. The question that arises is whether the Greek economy has been stabilized, reaching a new equilibrium, as the Greek economy seems to have overcome severe crisis conditions; however, returning to high and sustainable growth remains under question. The analysis lays emphasis on the fact that the country historically belonged to the EU periphery, which is considered a critical parameter for the operation of the Greek economy within the Eurozone. For this analysis we take into account the structure of the Greek economy and the existing architecture of the Eurozone. The article examines also the economy’s prospects, in relation to the European integration process.
Η ανώτατη εκπαίδευση και η έρευνα συγκροτούν δυνητικά έναν χώρο πολιτικής, καθώς αποτελούν βασικό μέρος του λεγόμενου «τριγώνου της γνώσης», παρότι λείπει ακόμα η τυπική μεταξύ τους σύνδεση. Στο άρθρο εξετάζονται οι εξελίξεις στις αντίστοιχες δημόσιες πολιτικές στην Ελλάδα από τη δεκαετία του 1980 μέχρι σήμερα. Και στις δύο περιπτώσεις διερευνώνται τα βασικά στοιχεία κάθε πολιτικής, ο βαθμός εξάρτησης από την «ιστορική τροχιά», οι περιπτώσεις μεταβολής τους, τα αίτια και τα αποτελέσματα των σχετικών πρωτοβουλιών. Τέλος γίνεται σύγκριση μεταξύ των δύο δημόσιων πολιτικών, αναλύεται η επίδραση των υπερεθνικών πρωτοβουλιών στην άσκηση εθνικής πολιτικής, χαρακτηρίζεται το είδος των αλλαγών και εξετάζεται ο βαθμός στον οποίο τα χαρακτηριστικά της πολιτικής στον χώρο της «ανώτατης εκπαίδευσης και έρευνας» συναντώνται ευρύτερα στην εγχώρια πολιτική δραστηριότητα.
The article presents future E.U. policy in the area of research, technology and innovation towards 2020. The analysis is based on Strategy “Europe 2020” and European Commission’s proposal on EU budget for the period 2014-2020. The goal is to examine whether or not these decisions and proposals lead to public policy’s upgrade and to seek the impact that they have on Greece, on its research community and on domestic public policy.
