Cikkünk középpontjában az ESG-kockázatok állnak. Az ESG-szempontok és az ESG-kockázatokra vonatkozó nyilvános jelentésekkel kapcsolatos elvárások, irányelvek figyelembevételével létrehoztunk egy kérdéslistát, amely alapján értékeltük kilenc hazai nagybank 2019-ben közzétett jelentéseit. A jelentések tartalomelemzése alapján igazolható az a hipotézis, hogy az ESG-kockázatok nem épültek be a kockázatkezelési folyamatba, önálló kockázatként nem definiálják, és dedikált szervezete sincs a keretrendszernek. Az ESG-kockázatok kezelése nem strukturált, csak részlegesen jelenik meg a hazai gyakorlatban, és miután nincs egységes elvárás a közzétételre vonatkozóan, jellemzőek a heterogén jelentések és információtartalom. A legnagyobb problémát a keretrendszer definiálásának hiányában látjuk, míg a három témakörből (környezet, társadalmi felelősségvállalás, vállalatirányítás) a környezetvédelmi szempontok hitelezési politikába történő beépítésével vannak leginkább lemaradva a bankok.
The current article focuses on ESG risks. Taking into account ESG aspects, and the expectations and guidelines related to public reports on ESG risks, we created a list of questions, based on which we evaluated the reports of nine large domestic banks published in 2019. Based on a content analysis of the reports, we can con-firm the hypothesis that ESG risks are not built into the risk management process and are not defined as independent risks, and that the ESG framework does not have a dedicated organization. The management of ESG risks is unstructured and only partially reflected in domestic practice, and since there is no uniform requirement for disclosure, heterogeneous reports and information content are typical. The main problem can be seen in the absence of a definition of the ESG framework. Related to the three issues (the environment, social responsibility, and corporate governance), banks lag far behind in integrating environmental considerations into lending policy.
A bankok nyilvánosan elérhető jelentései kiemelkedő szerepet játszanak a partnerbankok, elemzők és rating cégek által végzett értékelések során. A piaci fegyelem erősítését már a Bázel II. tőkeegyezmény 3. pillére is a bankok közzétételi kötelezettségének szigorításán, a nyilvánosságra hozandó információk körének bővítésén keresztül képzelte el. A válság tovább növelte a bankok kockázatkezelési rendszeréről és szolvenciájáról közzétett adatok jelentőségét. Ezt igazolja a kutatásunk alapgondolatát adó cikk (Zeghal -Aoun, 2016), amely az Egyesült Államok bankszektorára vonatkozóan értékeli az átfogó kockázatkezelési rendszerről szóló közzétételek tartalmá-nak és minőségének változását a 2007-es pénzügyi vál-ság hatására. Cikkükben 59 amerikai bank éves jelentését elemezték. Fő következtetésük, hogy a válságot követően jelentős mértékben bővült a közzétett információk köre, a beszámolók minősége számottevően javult. Megállapítot-ták, hogy a minőségi változás mértéke szoros összefüg-gésben áll a bank méretével, ellenben a nagyobb profitabilitással negatívan korrelál.Kutatásunk során, a Zeghal -Aoun (2016) által alkalmazott tartalomelemzési módszertant alapul véve, a hazai bankszektor -mérlegfőösszeg alapján -jelentős hányadát kitevő kilenc bankjának kockázati és éves jelentését elemeztük a 2008-2016 közötti időszakban. Az éves jelentést azért volt szükséges és egyúttal célszerű bevonni az elemzésbe, mert a kiegészítő melléklet tartalmaz banktőkével és kockázatokkal kapcsolatos információkat. Az elemzés középpontjában a banktőke második legnagyobb szeletét adó, működési kockázattal kapcsolatos közzétételek vizsgálata állt.A jelentések tartalma kapcsán azt vizsgáltuk, hogy a bankok a működésikockázat-kezelés általános bemutatásán kívül mennyiben szolgáltatnak információt konkrét kockázatokról, tendenciákról, bemutatják-e a terület szervezeten belüli helyét, szerepét, beágyazottságát. A minőségi elemzés során a Bázeli Bizottság által a 3. pillér kapcsán megfogalmazott és 2015-ben felülvizsgált alapelvekből indultunk ki, vagyis azt vizsgáltuk, hogy a jelentések mennyire egyértelműek, áttekinthetők, mennyiben alkalmasak az idősoros és a bankok közötti összehason-lításra.A konkrét tartalmakban mind az éves, mind a kocká-zati jelentések nagyon hiányosak, a bankok gyakorlatilag semmit nem tesznek közzé a tényleges működési kocká-zataikról, azok trendjeiről, a potenciális veszélyekről, illetve kevés figyelmet szentelnek az újonnan megjelenő kockázattípusoknak, mint az üzletviteli, a modell-és a reputációs kockázat. A jelentések a kockázati kultúrában és az irányításban (governance) kedvező képet mutatnak, összhangban a 2006 óta kiemelt figyelmet élvező, felelős vállalatirányításra (belső irányításra, internal governance) vonatkozó szabályozással 1 . A bankok a nyilvánosságra hozatali dokumentumot találták megfelelőnek, hogy bemutassák erőfeszítéseiket ezen a téren. Kimutatható, hogy a fejlett -belső modelleken alapuló -tőkeszámítási mód-szertan (Advanced Measurement Approach, AMA) bevezetése a kockázati jelentések tartalmára...
This paper presents the definition of crisis and the approaches of crisis management, concentrating on the phases, key tasks and responses of corporate crisis management applicable to the current pandemic, with a special focus on financial institutions. Beyond health protection, the main objective of corporate crisis management during a pandemic is to maintain business continuity and improve-or at least protect-a given company's reputation and preserve its customer base. The company needs to provide three types of response to a crisis: operational, management and communication responses. The current COVID-19 pandemic has changed banks' operational risk portfolios, increasing the probability of risk types such as cyber, outsourcing and fraud risks. Financial institutions and other organisations need to improve their early warning systems to recognise these threats in time.
