The term "sustainable development" came in to use in 20th century and can be regarded as the set of mind notion. The International Union of Architects by the Copenhagen Declaration (December 7th, 2009), noted that "the concept of sustainability project" recognizes that all architectural and urban objects are part of a complex interactive system linked to their natural environment" [1]. The search for modern energy efficient building materials and technologies should be linked to the energy-efficient landscaping and typological object organization. Proposed scientific method provides the criteria of "sustainability project" in terms of modern energy efficient building materials usage. The modern construction materials building projected method suggested to be the part of complex interactive system linked to its natural surroundings based on the object energy-efficient organization properties (architectural, landscape and typological).
Human activities must not develop spontaneously being driven by its own internal logics and they should be regulated in a certain manner since they appear to be a limited aggregate of material and natural conditions. The prominent mathematician and physicist N.N. Moiseyev believed that «coevolution of human society and biosphere – within the common meaning of this word combination, - is practically a synonym of the term noosphere introduced by V. I. Vernadsky, E. Le Roy» [1, p.142.] It is highlighted in the Copenhagen Declaration (7 December, 2009) of the International Union of Architects that ‘the concept of the project sustainability” accepts all the architectural and city planning objects as a part of a complex interactive system related to its natural environment» [2]. Therefore sustainable urban development depends directly on city planning activities. Capital construction must be in harmony with consequent formation of noosphere with due regard to socially viable management of natural and anthropologic processes and relations development. A number of scientific criteria are suggested to secure socially significant capital construction management on the grounds of the theory of the noosphere genesis.
Reconstruction is an important trend in construction. It helps in solving the housing problems of the Russian Federation in the present conditions , as 4-5 floor buildings become obsolete , but are an integral part of both the historical development of urban infrastructure and some of the budget options. Remodeling not only improves the appearance of buildings , but also the performance related to energy efficiency.The problems of modernization of old buildings, as opposed to demolition and construction of new housing are considered. The main disadvantage of dilapidated housing is the heat loss through the building envelope. The purpose of this article is to supply the external insulation of facades, using energy-efficient, including eco-friendly technologies.
Based on a review of international and Russian experiences, it is argued that the digitalization of agriculture should be based on its adaptive intensification. Digitalization requires the introduction of ‘local development’ concept into the theory of rural planning. Well-calculated and effective use of resources sets new esthetics of digital agriculture through information relations in the triad “nature-population-economy”. Digital planning of the future should involve biospheric considerations.
