The project for the digitalization of Slovenian health care (eHealth) should integrate all fragmented information systems and provide relevant medical, economic and administrative data, which could improve the increasingly important evidence-based decision-making and management in the health care system. This paper explores the current state of the most important eHealth solutions in Slovenia, i.e. ePrescription, eAppointment and Central Registry of Patient Data, and furthermore specifically focuses on different aspects of their use by health care professionals and patients. The in-depth analysis included the review of eHealth-related sources and structured discussions with the experts responsible for the development and implementation of eHealth solutions. The research reveals that significant progress has been made in the last 3 years and that the short-term objectives of eHealth solutions have been met almost without exception. However, in order to further exploit the potentials of eHealth in the future, all efforts behind this project will have to be supported by systematic measures on all levels as well as the firm commitment of stakeholders.
Many telemedicine services exist in Slovenia. In time of an epidemic covid-19 become increasingly important. We are introducing results of research on extent of the telemedicine services in Slovene health care in this article. We identified fifteen solutions, already used in practice or in pilot projects. We classify them in three groups: telemonitoring, connection of patients with a physician or health worker and cooperation of physicians or health workers, that are on different locations physically. For every solution we gathered key metadata. We gathered and analysed also opinions of research participants about challenges at the telemedicine services in Slovenia. We classified them into challenges about funding, health care system and health care workers. Telemedicine is urgency and future in health care also in Slovenia. It is important, that we introduce contemporary technology and existent solutions appropriately in practice, so we create a new service usually.
Letos mineva štiri leta, kar je NIJZ prevzel upravljanje rešitev eZdravja v Sloveniji. Pripravili smo poglobljeno analizo uporabe najpomembnejših rešitev eZdravja, z njimi povezanih izzivov in prihodnjih usmeritev. Raziskava je pokazala velik napredek pri uporabi in doseganje kratkoročnih ciljev projekta eZdravje. Deleža e-receptov in e-napotnic presegata 90%. Centralni register podatkov o pacientih omogoča zbiranje podatkov za izmenjavo med izvajalci zdravstvene dejavnosti in shranjevanje dokumentov za dostopanje pacientov. Količina zdravstvene dokumentacije in povzetkov podatkov o pacientu se je občutno povečala. Povečala se je tudi uporaba spletnega portala zVEM, ki pacientom omogoča varen dostop do njihovih zdravstvenih podatkov ter storitev eZdravja preko ene vstopne točke. Kljub izzivom, s katerimi se NIJZ srečuje pri nacionalni uvedbi inovativnih rešitev, lahko rečemo, da uvedba poteka uspešno. To je ugotovila tudi Evropska komisija, saj je Digital Economy and Society Index Report za leto 2019 uvrstil Slovenijo na šesto mesto v EU pri uporabi rešitev eZdravja.
